The Council of Ministers of Isselmere-Nieland is the de facto executive arm of His Majesty's Government. The Constitution Act, 1986 establishes the monarch as the titular head of the Council of Ministers, but it is the Prime Minister — known as the President of the Council of Ministers, the First (or Prime) Minister of the Cabinet, and often as the First Lord of the Treasury — who is charged with its day-to-day administration.

The Council of Ministers itself consists of all Ministers of the Crown, whether they are Right Honourable Privy Councillors (known simply as Ministers) who are responsible for the United Kingdom's government departments, known as ministries; ministers of State responsible for departments, which are components of ministries; or, secretaries of State responsible for bureaux, secretariats, or directorates-general. Most meetings of the Council of Ministers comprise only of the senior ministers, known collectively as the Cabinet, aided by the ministries' senior bureaucrats, most notably the Cabinet Secretary (officially the Permanent Undersecretary of State for the Cabinet Office) himself.

Government departments

Government departments in the UKIN follow a strict hierarchy. From the top, this structure is:

  • Ministry
  • Department, Agency, etc.
  • Directorate-General, Bureau, etc.
  • Directorate

And so on.

The Council of Ministers of the current prime minister, the Right Honourable Geoffrey Middleton, consists of the following ministries listed in order of ceremonial precedence:

  • Council of State Office (typically headed by the Prime Minister)
  • Office of the Deputy Prime Minister
  • Cabinet Office
  • Ministry of Justice and Constitutional Affairs
  • Ministry of Finance
  • Ministry of Foreign Affairs and International Development
  • Ministry of Defence
  • Ministry of the Interior
  • Ministry of Culture and Communications
  • Ministry of Economic Affairs (Commerce, Industry, and Public Works)
  • Ministry of Infrastructure (Energy and Natural Resources, Housing and Urban Development, Transport)
  • Ministry for Social Development (Education, Labour, and Youth)
  • Ministry of Health and Social Affairs (Health, Seniors, and Women)
  • Ministry of the Environment (Agriculture, Environment, Fisheries and Oceans, Forests)
  • Ministry of Government Services
  • Ministry of Parliamentary Affairs
  • Ministry of Administrative Affairs

Precedence is typically determined by date of appointment, but the ministers of Justice, Finance, Foreign Affairs, the Interior, and Defence are always in the first ranks due to the preëminence of those ministries.

Although of greater standing than most senior ministers (excepting the prime minister), neither Law Officer of the Crown — i.e., the Lord Advocate-General and the Solicitor-General of Isselmere-Nieland — are ex officio members of the Council of Ministers.
