Council of the New Shield

The Council of the New Shield is the legislative body which exercises direct control over the Iansislean Gallagan Empire.

The Council consists of ten members plus the President. The President is appointed by the Gallaga Office in Ianapalis. Five of the other members are appointed directly by the Gallaga Office and five by the President. All members sit until recalled by either the President of the Gallaga Office.

Although Iansislean Gallaga consists of five nominally equal presidencies - the Presidency of the New Shield, the Presidency of Fort Ash, the Presidency of St Walburg, the Presidency of Fort Manly, and the Presidency of Fort St Peter - all five are responsible to the Governor-General of Gallaga, who is also the President of the New Shield. The Governor-General is also styled Viceroy of Gallaga when in his rôle as the representative of the King-Emperor.

The system is basically the same as when the land was under the jurisdiction of the East Gallaga Company. The Gallaga Act of 1750 and its reapplication in 1952 merely changed the nominal head of state from the Executor of the Company to the King-Emperor of Iansisle and Gallaga.

Recently, many Gallagans have been protesting the antiquated system and petitioning for representation in their government. The current Viceroy, the Earl of Furthingham, has to date refused all requests. This has caused Gallagans to become steadily more radical in their demands, to the point of complete independence from Iansisle. Rumors suggest that several revolutionary groups in Gallaga have petitioned for help from the famous Rumbiak Brigade unless immediate and sweeping action is taken to reform the Council.
