parliamentary control over taxation and expenditure with oversight by the Imperial State, generally spending is first 'provincial' with the remainder going to the Imperial Coffers. Then what is left after Imperial Spending goes to the Imperial House, however, the Imperial House as the Emperor and the Imperial House as the person who is the Emperor are different for the terms of holdings. After spending on the Imperial House the remainder goes into 'Imperial' banking, technically the Emperor could just spend all of the remainder on themself, however the senate could frown on this and effectively give no funds to the Imperial House, which chances are the Emperor would frown on that. Many staff positions are paid directly from the Imperial House. If not funds are left going up the layers then no funds are provided, This has not been the case to date. If need be collections can be made from the Imperial Houses which are generallly 'well off', while at the same time highly value the continuance of the Empire. Payments for Burghur status and Equestrian status etc.. often provide funds directly to the Imperial Coffers, at $40,000 for Burghur status and $400,000 for Equestrian status it can ammount to many millions of dollars. However, most Burghurs are business people or Former Imperial Gaurd or other government employees., while equestrians are highly successful business people and usually lictor or above in rank, meaning they most likely have a steady flow of funds, in some cases coming directly from the Imperial Coffers.
