The Reunited and Imperial Constitutional Federation of the Thousand-Generation Holy Warrior Nation of All Ossyria and Greater Perendistan and Her Dominions Beyond the Seas is a fairly large nation located on the west coast of Elysia. The country's name is derived from the dominant state religion Dai Yuddhism and the name for the ancestral homeland of the Ossyrian peoples. It is a very diverse nation, with a complicated history and confusing bureaucracy. Tradition states that Mari'ekuno, a tribal chieftain and culture hero, founded the first large empire in the region five thousand years ago called the Central Kingdom of Kepha (from which the Kepha noble family derives it's name) and that Dai Yuddha Ossyria is the modern incarnation of this ancient state.

Ossyrian society is heavily influenced by the geography and language. With deserts, forests, mountains, plains, and coastal regions, many different cultures and peoples sprang up in the area over time. The Ossyrian language is actually composed of many different languages with different purposes (such as religious language, legal language, formal language, trade languages, military languages, adminstrative languages, and so on).

The Law of All the Ossyrias, a 2,000 year old collection of legal documents, serves as the foundation for the complex legal system in Ossyria. Law in Ossyria leans towards tradition and ritual, but is very progressive as it is based on Dai Yuddha beliefs.

Twenty-three families comprise what is called the Imperial Nobility, meaning they have a claim to the Imperial Throne. Ossyrian society is largely divided along tribal and clan ties, with a very byzantine structure of government including various titles and a very complex hierarchy. These families are made up of hundreds of nobles who traditionally were (and are) leaders in society, great scientists and politicians, and religious leaders. Eleven ancestral clans (all together representing the entirety of the native population) each produce seven senators to occupy the Ancient Senatus in the Congress.

Legislature

Legislative branch:
Tricameral Free People’s Congress consists of the Ancient Senatus (77 senators), Great House of the People’s Representatives (3,945 representatives), and the Chamber of State’s Delegates (101 delegates).

The Ancient Senatus is made up of hereditary senators, not elected, who comprise the closest thing to nobility in Ossyria. Their job is to serve as a check against the power of the other two houses. All members are required to remain neutral, and legally are not supposed to take part in business outside of their office (though this is rarely enforced).

Clans represented:

  • Ekunos
  • Honshai
  • Deerma
  • Ellahu
  • Daladan
  • Vinnca
  • Naroo
  • Khiffa
  • Patalla
  • Ossa
  • Talla

The Great House of the People’s Representatives is popularly elected by the people every two years. Their job is to make law on the Prime Minister’s advice, supervise the judiciary and appoint territorial governors on the Minister of the Interior and Union Territories’ advice. Their stated goal is to defend the Constitution and popular rights, as well as ensure the executive is functioning satisfactorily. Each state in the federation is proportionally represented based on their population.

The Chamber of Delegates serves as the local governments’ mouthpiece in the federal government. Their power extends over government finance, the military, and foreign affairs. This house is considered the most powerful in practice, though in theory all houses are equal. Each state delegation consists of five delegates and the freely associated state sends one delegate. The delegates are chosen by the state legislature from a pool of randomly chosen candidates.
