Continued Samuel I's program of expanding the imperial capital.

Emperor Daniel I, the second son of Emperor Joshua I, came to the throne as following the abdication of his brother, Samuel I, in 1847. Believing that he was merely completing his bed-ridden brother's reign, Daniel closely followed his brother's already established plans for the further development of the imperial capital, Citadel Excalbia.

After six short years on the throne, Daniel was killed when he was thrown from his horse while hunting on the imperial preserve island. Following Daniel's death, some of barons wished to return Samuel I to the throne. The former emperor, however, refused to leave his seclusion in Saulkrasti Castle. After more than a month of waivering, the barons and the bishops of the Church of Excalbia proclaimed Daniel's son, Samuel II, the new emperor.
