The Daytan Communist Workers Party is the ruling (and only legal) political party in the Democratic Republic of Daytanistan. It was one of the parties which began the Straw Hat Revolution, and emerged from that revolution as the ruling party of the country. The party's executive is the Central Administrative Committee, of which Farrokh Nugat is General Secretary, making him the de facto leader of the party and the country. He is the grandson of one of the party's founders, Khemal Nugat, the first General Secretary of the party. The history of the party, and especially of the involvement of the Nugat family in it, is highly mythologised in official histories and propaganda.

Structure

Annual Congress

In May every year the Annual Congress of the Daytan Communist Workers Party takes place in Yerbel. The Annual Congress is nominally the supreme decision making body of the party. Its agenda is set by resolutions of the Central Administrative Committee's meetings over the previous year, along with resolutions of the various provincial conferences. The Annual Congress elects the Central Administrative Committee for the next year, along with its office bearers. However, according to the party rules, only the General Secretary can nominate candidates for election to the committee and its office bearers. The Congress can change the party rules, but a motion to do so must be moved and seconded by members of the previous year's Central Administrative Committee. In effect, this means that the Annual Congress can only ratify the General Secretary's selections.

However, the Annual Congress has much wider authority on matters of party policy, and according to the principles of democratic centralism, the congress can freely debate policy, and its resolutions are binding on the party's representatives in Daytanistan's national legislature, the Supreme Soviet of Daytan People's Deputies. Since all People's Deputies are members of the party, this means that the Annual Congress is, in many ways, the only place where national policy is truly debated.

Provincial Branches and Conferences

Every province has a branch of the Daytan Communist Workers Party. Each provincial branch has its own Provincial Secretary, and its own annual conference, held in March each year, the name of which varies slightly from province to province:

  • The Provincial Conference of the Ashta Branch of the Daytan Communist Workers Party.
  • The Provincial Conference of the Kashoun Branch of the Daytan Communist Workers Party.
  • The Parshea Council of Socialist Trade Unions Conference.
  • The Annual Dalysh Conference of the Daytan Communist Workers Party.
  • The Provincial Conference of the Jalaalalaal Branch of the Daytan Communist Workers Party.
  • The Provincial Conference of the Yshtafa Branch of the Daytan Communist Workers Party.

Each provincial conference elects a number of delegates to Annual Congress proportional to the size of the membership of the party in their province, with one delegate elected for every one hundred members or part thereof.
