Deep South Constitution

We, the people of Deep South, in Order to Promote the conservative Government, liberal life, provide for the common Welfare, do ordain and establish this Constitution for the Deep South:

ARTICLE I

  • Section 1 All legislative Powers here granted shall be vested in the General Assembly and the Security Council
  • Section 2 (1) The General Assembly shall be composed of nations of declared loyalty to Deep South and shall be granted voting status upon assuming residence in Deep South.

(2) Nations known to have allied themselves to any region as higher a priority than their loyalty to Deep South (3) Taxes may be requested of nations through the General Assembly. All budgetary decisions shall be decreed by the General Assembly. No action may be taken to insure payment other than political consequences. (4) The General Assembly shall appoint the Regional Delegate and have sole power of impeachment. No nation shall be convicted without 2/3 carrying vote.

  • Section 3 (1) The Security Council shall consist of all founding nations including, but not limited to: Free Carolinians, The Tar Heel Nation, Alantic States, Aureal Sun, Farming Deep South, Manufactured Industry, Plasticine, Yahweh, Alexandia II, Sweet Lord Jesus, Them Crazys, Southron Born, The Daily Fix, Sexy Virgins

(2) No nation may have observer or any other status without induction into the Security Council (3) A nation may be invited to the Security Council through a current member and may be inducted with a ¾ carrying vote (4) The Regional Founder shall serve as Presiding Officer (5) The Regional Founder and Delegate shall exercise veto power such that 2/3’s vote shall be required to override that nation’s veto (6) The Regional Delegate shall have the power to submit a resolution or bill at any time on any subject to the Security Council and has no obligation to seek the General Assembly’s approval (7) The Security council must approve all binding resolutions or Bills. (Cool Judgment of Cases of Impeachment shall not extend further than to removal from office and disqualification to hold and enjoy any Office of honor, Trust or Profit under the Deep South; but the Party convicted shall nevertheless be liable and subject to Indictment, Trial, Judgment, and Punishment, according to international Law.

  • Section 4 (1) Nations shall vote on all matters at hand, express wish to abstain, or risk expulsion and impeachment

(2) Bills and Binding Resolutions shall be voted on for at least a fortnight (3) Non-binding Resolutions shall receive at least one week of voting

  • Section 5 (1) All Committees, the General Assembly, and the Security Council shall be the Judge of Absent members.

(i) Rules of Proceedings may be decided within the body (ii) Punishment of Members for Disorderly behavior or expulsion of members may be determined with 2/3 carrying vote. (2) The Vote count shall be entered to the journal upon request

  • Section 6 Nations shall be rewarded for eloquent crafting or politicking or heroic action in defense of the region
  • Section 7 (1) All Bills for raising revenue, shall originate in the General Assembly or be directly referred to the Security Council by the Treasury

(2) Ever Bill approved by the General Assembly, shall, before it becomes law, be presented to the Security Council for amendment and approval

  • Section 8 (1) The Regional Government shall have the power to lay and Collect Taxes, Duties, Imposts, and Excises to pay the Debts and to provide for the common Defense and Welfare of Deep South,

(2) To Borrow money on the credit of Deep South (3) To regulate commerce with foreign Regions, and among the various nations of Deep South (4) To establish an uniform Rule of naturalization and uniform laws on the subject of Bankruptcies (5) To fix the standard of weights and measures (6) To punish and define Piracies and felonies committed in international areas (7) To raise and support military forces (Cool To set a current and comprehensive mandate for said forces (9) To provide for calling out the militia to augment regional forces. (10) To provide for organizing, arming, and Disciplining the militia, and for governing such Part of them as may be employed in the Service of Deep South (11) To insure that no more than one percent and no less than .1% of Deep South population may be called to arms by the Joint Chiefs at any time (12) To insure that no citizen is drafted without consent for more than six weeks training and six months combat (13) To make all laws which shall be necessary and proper for carrying into Execution the Foregoing powers and all other Powers vested by this constitution in the Regional Government

  • Section 9 (1) The migration of such persons as any nations shall now think proper to admit, shall not be prohibited, though 10 dollars tax shall be incurred until further inoculation for the purpose of international security.

(2) The Privilege of the Writ of Habeus Corpus shall not be suspended (3) No bill of Attainer or ex post facto Law shall be passed (4) Martial Law shall never be established in an area exceeding 10 sq. miles unless 90% of Sec. Council members approve such measures (5) No Tax or Duty shall be laid on Articles exported from any Nation (6) No preference shall be given in regulation of one nation’s Commerce or remove another’s suffrage (7) No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by law; and a regular Statement shall be published from time to time. (Cool States shall implement the minimum duties possible to execute standard security inspections and measures


ARTICLE II

  • Section 1 (1) Executive power shall be shared by the regional founder and Delegate

(2) Both Executives shall have Veto power and the right to submit any bill or resolution directly to the Security Council (3) Regional Delegate must swear to faithfully uphold and execute the duties of their office

  • Section 2 (1) All Committee heads, the Commander in Chief and Joint Chiefs shall be appointed by the executives and approved by the Security Council

(2) The Regional Delegate shall have power to submit resolutions to the UN and engage in United Regions negotiations. (3) The Regional Founder shall have the power, by and with the advice of the General Assembly and Security Council to forge all treaties and conduct foreign negotiations (primarily in the United Regions) (4) The Regional Delegate and Regional Founder may inform the Region of Incidents or Emergencies through the State of the Union Addresses (5) Nations may inform the Region of national occurrences through speeches, journalism, or telegrams.

ARTICLE III

  • Section 1 Full Faith and Credit shall be given in each nation to the public acts, Records, and Judicial Proceedings of every other nation
  • Section 2 (1) The citizens of each nation shall be entitled to all privileges and immunities of citizens in several nations

(2) A person charged in any nation of Treason, who shall flee from justice, and can be found in another nation, shall on Demand of the executive Authority of the nation from which he fled, be delivered to be removed to the nation having Jurisdiction of the Crime

ARTICLE IV

  • Section 1 The Security Council, whenever 2/3 of members shall deem it necessary, shall propose amendments to this Constitution provided no nation is denied equal suffrage and section 9 of Article 1 is unaffected

ARTICLE V

  • Section 1 (1) This Constitution and the laws of the Deep South which shall be made in pursuance thereof, and all treaties made, shall become Supreme Law of the Land

(2) Nations may be bound by Oath or Affirmation, but no religious test shall ever be required as a qualification[b]
