Overview

The Department of Homeworld Security, more commonly referred to as Homeworld Security, is the department of the Council of the Aengelistoria Dominica responsible for the protection of Kaeneian territories from large-scale crime including terrorist action, fraud, narcotics smuggling, insurrection and the coordinating centre for governmental response to serious natural disasters or incidents. Much of the remit of the Department can be seen as a civilian mirror of the combined arms of the Kaeneian Defence Force. Whereas the former acts to protect and mobilise against strictly external threat forces and nations, Homeworld Security focuses on internal threat forces and serious criminal incidents beyond the capacity of even national jurisdictions to deal with.


Structure & Additions

The Department was originally scheduled to subsume the Kaeneian Intelligence & Security Service (KISS) into its own Departmental hierarchy, however serious misgivings as to the unwieldy size of such a mammoth government agency, as well as concerns raised by the KISS as to whether such a newly-enlarged Homeland Security Department could function adequetly with the complex burden of intelligence operations added resulted in an indefinite suspension of the planned re-organisation.


However the National Guardian Network was duly transferred from the jurisdiction of the Office for the Maintenance of Law to Homeworld Security shortly after the failed addition of the KISS, with the reasoning that the activities of the DHS would be better carried out by direct control over the national police force rather than disseminating all exhaustive information between departments needlessly.


Recent Developments

The Department of Homeworld Security became the most recent of a long line of government Departments to directly sponsor a Provincial University -- in this case Byzantineri Provincial Civil University -- in the hope of attracting top candidates for the Department's forthcoming stand-alone training program for the direct recruitment of potential Homeworld Security Agents (HSAs); despite strong objections that the DHS' flagship sponsorship and training program clashed and competed with the KISS' own recruitment undertakings and damaged national security potential in intelligence gathering.
