Document of Surrender and Exile

The Document of Surrender and Exile was signed by the nation of Ator People and the Exiled Atorians ending the civil war. The document forced the rebels to be exiled on a small island north of Ator People, and they had to pay a fee for 12 years to Ator People in exchange for the land. The document is very controversial even to this day.
