The Empire of the Eternal Dawn was the 'transitional' - although perhaps testbed is a better term - predecessor to the ICEL (Iluvauromeni Commonality of Everlasting Light), EOTED only existed for a little over one year, at which point the Constitutional Congress was convened and the Iluvauromeni Constitution drafted over a period of several months. The Congress involved millions of individuals via varying methods of interaction, and as a result the final draft of the Constitution received a near-unanimous acceptance when put to the vote.

The name was thus changed to the Iluvauromeni Commonality of Everlasting Light, as the old name was considered too 'imperialist' and suggestive of the old warlike nature of the long-dead EOTEF.

The EOTED, despite its short existance, had two different 'rulers'; Emperor Si Ling I, who resigned shortly before the Constitutional Congress began, and briefly, Empress Rialla ux-Rihad II. Rialla ux-Rihad II remains the Empress of the Commonality.

The EOTED was formed following the collapse of two states; the Commonwealth of Ma-tek and the Dominion of Ax-turath became united under the EOTED flag (known as the Three Star Sigil) following the Revolution of the Dawn. It is rumoured that an unusually moderate remnant of the old Imperial Intelligence Force, a relatively small government organisation from the EOTEF era, had managed to engineer the One Day War between Ma-tek and Ax-turath which lead to the widespread revolt causing the formation of the EOTED, but there is no hard evidence to support this fact.

It is, however, a well-known fact that the leaders of the revolution were now- High King Semir-randil I and the former Emperor, Si Ling I, and his wife, the former High Queen of Ma-Nenya, Bao Ling (see High Queen Bao II). It is also widely believed that Rialla ux-Rihad II, the current Empress of the ICEL, was heavily involved.
