Overview

The European Union Security Council is part of the governing body of the European Union, and acts as the regions executive branch. The EU Security Council was created after the nations of the EU signed a pact entitled Pax Europa, a common defense treaty drafted by the Federal Republic of Belarum. The Security Council was initially created to defend the EU from wars and aggressions perpetrated by nations of the EU, invasions, and to generally insure the security of the region.

Location

Currently, the location of the headquarters of the EUSC is being debated, but for the time being the EUSC HQ is located in Costanja (FRB) for winter sessions and Leningrad (USSR) for summer sessions.

Members

After the passage of Pax Europa into binding EU law, elections were held to select five nations to serve on the Security Council. The five nations selected to serve on the EUSC are:

Before Triera took office as the fifth member on the EUSC, Catalunya i Llenguadoc was elected to the Security Council. However, after CCTL was nuked, emergency elections were held and the Imperium of Triera won the majority vote.

Powers, Duties, and Decision Making

These five nations are required by Pax Europa to "better protect the European Union from outside aggressions" and "provide any EU nation at war with military aid if the Security Council deems the war just". These duties require the nations of the EUSC to maintain considerable defence budgets, and nations in the Security Council are considered to be some of the most formidable nations in the European Union.

The EUSC would also grow to act as the executive branch of the European Union in addition to defending the region. The EUSC signs legislation into law and has the option of vetoing legislation passed by the European Parliament. Usually, when resolutions are submitted, they go first to the Security Council for clean up and additional ammendments to the original documents, and then it is passed on to the Parliament which ratifies the resolution into binding EU law.

The EUSC also has the power to form alliances with other regions. An exemplary alliance maintained by the European Union is it's mutual friendship with the Arab League. The UN Delegate of the region first opens up diplomatic channels with other regions, and then alliances are debated by the EUSC.

In voting on any matter, it takes an 80% approval rating or more in order to make binding decisions, or a vote of 4 out of 5. EUSC nations, when voting, have three options. They may vote FOR, AGAINST, or they may ABSTAIN from voting. These measures have been taken so as to ensure that all decisions agreed upon by the EUSC are considered truly the concensus.
