History of the Region

On the dawn of March 7th one of the three remaining ships from the Grand fleet landed in a new land. The captain, HEM crowed himself king and began building a region. Then another ship came carrying Rotalsia. Rotalsia was made Prime Minister and both of them began recruiting frantically as they talked on MSN. Ratatosk came next and began reaching out to other regions for relations. After a short while PRA showed up and they began drafting the constitution. They voted on the constitution and it passed as well as the Bill of Rights, while a regional flag was designed. After this came Hyanygoian President, Or Odious Twat as he was also known. Hynany insisted on full democracy but remained quiet. Out of the shadows came Lord Alphanesia one of the most controversial figures in Europeia history. He formed the Norsefire Party which Rotalsia and SenatorTC joined.

Elections came and Rotalsia was elected Prime Minister choosing his rival Sargon II as Deputy. The Norsefire party got a majority in The House of Commons. And laws started being passed. Lord Alphanesia then tried to start a war with "The Land of Kings and Emperors" his attempt failed and he fled the region to come back a week later. Later after a slow period HEM asked Rotalsia to shuffle up the cabinet leaving Hyanygoian President as Deputy Prime Minister. Lord Alphanesia was elected Lord Chancellor and started a case suing Kazaman for treason. Around the same time Zeon, Lethen and The Frenchman joined the region.

The One Night while all were busy in a meeting Hyanygoian President (aka "Odious Twat") burnt down the capitol and much of the city and almost all regional history was lost. Odious Twat left and was declared an enemy of the state by King HEM III.

The region started being rebuilt and elections were held. PRA became Prime Minister, defeating Rotalsia and Verteger. But SPEAR, the new party held control of the House of Commons. The split government formed a cabinet with Verteger as Deputy Prime Minister and Rotalsia as Minister of Defence. Lethen was also head of the new department, Ministry of the Realms. Europeia formed its first colony; Estalcia. It was lead by Viceroy Rotalsia. LA left Europeia again but came back within the same hour. PRA started proposing radical bills that he said "increased freedom" but actually made people go to school on the forum. He left because his bill failed and Verteger was elected Prime Minister. Verteger was debatable one of the worst Prime Ministers ever, his term was so bad HEM proposed a reform of government right under his nose so that his term as Prime Minister would end.

The Government was reformed to being lead by a Chief of State and a General Assembly. At this point Hyanygoian President, under the name Hyanygo came back to Europeia. The court sentenced him to send 200 recruitment telegrams because of the circumstances of what he did. Hyanygo was then elected Chief of State over the head of Lord Alphanesia who conceded during the voting. Hyanygo served well for almost his entire term when he suddenly resigned, his deputy; Lord Alphanesia had been banned from Europeia for treason, the Internal Minister had left for another region and Europeia was left without a leader. This time King HEM took the incentive and declared martial law. PRA had now came back when HEM sorrowfully announced he was going to end the monarchy.

Due to the loose of the monarchy, the growing inactiver SenatorTC left Europeia. HEM was soon elected first President and the senate consisted of Lethen, Rotalsia, Pineapleboy, PRA, and Verteger. Verteger was elected Speaker. PRA went back to his habit of proposing radical bills and suggested all bills have to be approved by a public vote from Europeian citizens. This bill was rejected by the senate. When Lethen proposed a procedure bill PRA went mad saying "Bills should be giving people more civil rights, not working on procedure" he went around claiming many people wanted to overthrow HEM as founder and if he wanted to he could be ruling Europeia right now. After that PRA left to a new region and started slandering Europeia there, HEM, Lethen and Rotalsia got into a three day debate with him there when in the end HEM stumped him but he refused to reply and admit he lost. PRA was then banned for treason by the cabinet as there was no Chief Justice yet.

After PRA left Lord Alphanesia, NasalivesII and Nlhp fought for the senate. Lord Alphanesia was badly defeated when he said he would kill Nlhp into a pulp for using a incorrect statement in a poster. Lord Alphanesia left Europeia after losing. Soon after Verteger was sacked as Speaker for being inactive and replaced by Lethen. NasalivesII was made new Vice President and Linkin made Foriegn Secretary.

During the next election Lethen was elected President. His Vice President was Rotalsia and the start of his term was marked with activity and success. As time went on Europeia feel into inactivity due to the absence of HEM. Later when Rotalsia harassed Paleomiz he was taken to court and left the region, calling HEM a "hypocrite". During the next elections Pineapleboy was elected Vice President with NasalivesII returning as his deputy. Danoboy finally retired from recruitment and the senate was increased to seven seats.

Constitution

Preamble: We the people of the Europeian Republic in order to preserve a more democratic union, provide basic civil rights to the people and supply a more safe and activity open region to the populace hereby notate, affirm and establish the third government of the region of Europeia.

Article I

The Region will be lead by an elected President who will serve for 30 days. The President will be elected by the people in a system of Proportional voting. The vote will last a minimum of 24 hours*, elections will be administrated by the Founder or in his absence the Chief Justice. In case of a tie the Senate will vote on the tied Presidential candidates to select the victor. This vote will take place in the Senate forum and will last 24 hours. This vote will not be a poll, but instead, every Senator who wishes to participate will post the name of the candidate they wish to vote for. Whichever candidate gains the most votes will become President. The candidate the gains the second most number of votes becomes the Vice President.

The President's duties consist of Engaging in foreign affairs, signing bills passed by the Senate, appointing and managing the ministers, as well as being Commander-In-Chief of the military. The President must approve all missions dispatched by the Grand Admiral. He sets government position, and also sets military position (Invader, Defender, Neutral). the President may also issue Exectutive Orders that pass laws without the consent of the Senate. However, he may only use them in times of declared war, times of danger to the region including invasions or attempts against regional security. He may issue EOs in calm times but they may be vetoed by the Senate with a majority vote. The President may also veto the Vice President's EOs' as well as the Vice President veto his.

The Vice President will be the candidate that comes in second place in the General Election. However, the Vice President may also be appointed in the event that another candidate does not run in the Presidency race, thus voiding the requirements to become Vice President. Also, should the Vice President resign unexpectedly, and the following members of the government (Consisting of the Foreign Minister, President, Immigration Minister, and Speaker of the Senate) are still active and in place, the President is permitted to appoint a new Vice President in place of holding elections, assuming he or she has the approval of the majority of the government members designated above.* This will allow the opposition to have a strong say in the Exectutive branch. The Vice President will be responsible for advising the President. He will also break any ties in the Senate and be permitted to issue Executive Orders and veto the President's EOs.

If the President is unable to serve the region at a specific time his Vice-President will take over his duties until the President can resume his duties or General Elections are arranged. If the Vice President* cannot act as President then the duty will fall to the senate Speaker. If he cannot act as President it will fall to the Chief Justice.

Article II

The President will appoint a Foriegn Secretary, Immigration Minister, and*Grand Admiral. These positions will make up the regional cabinet. The President may not dismiss the cabinet without the consent of the Senate, though he may reshuffle or move ministers to a more appropriate department if he deems it need be. The President will be legally bound to appoint the cabinet within 24 hours of him being elected. The Senate will then show their consent on his appointments by a majority vote.

The Foriegn Secretary will be responsible for administrating embassies, writing the weekly foreign update, as well as appointing and assigning ambassadors to regions. He will approve all embassies and order their building, and destruction as needed.

The Immigration Minister will be responsible for recruiting new members into our region. The Immigration Minister will be responsible for recruiting new members into our region, as well as welcoming them to the forum. He will be expected to send at least 100 recruitment telegrams a week, and, though he will be held responsible if this quota is not met, he will be allowed to delegate this responsibility however he wishes. He will also be excepted to welcome new nations and introduce them to the forum.

The Grand Admiral will be head of the Europeian Fleet he will be selected from any officer in the Navy however it is recommended he is selected from one of the Admirals in the navy at the time. He will be the leader of the Navy and be responsible for promoting and demoting officers as well as court martialing ones who warrant such action. More details of military command structure and authorization may be found in article IV.

Article III

The Senate will be the legislative branch of the region. The Senate will be elected from a popular vote. There will be 5 senate seats. Any citizen of Europeia may run for Senate. The candidates with the top votes become senators. Any Senator may propose an act. An act is passed by the Senate with a majority vote. The act becomes law once it is signed or approved by the President. If the President Vetoes the law then it must pass with a 3/4 vote. If the law passed the Senate with a 3/4 majority the President may not veto it.

The Senate is lead by a Speaker known as the Senate Speaker. the Speaker is elected by the Senate body right after convening. Any Senator may stand to be Senate Speaker. It is the Speaker's responsibility to put laws up to vote when deemed appropriate and close votes when a decision has been reached. Laws must have been debated for at least 24 hours before being put up to vote. A majority of senators must have had voted before the Speaker may close the vote. Even if it has surpassed 24 hours.

Only the Senate may impeach an official of the government. It may impeach a minister with a vote consisting of only one Nay and Presidential Consent. Unless it is a Vote of No Confidence in the President in which case the High Council must also vote a majority vote as well as a unanimous Senate vote.

Article IV

The founder of the region, King HEM no longer holds any monarchical powers however as founder it is his job to swear in the elected President. If he refuses or cannot do so the Chief Justice will. Founder is a position he may hold as well as any other elected or appointed posts he wishes to run for or preform.

Article V

The Royal Court of Europeia will be lead by a Chief Justice. He will be elected every 70 days and he deals with all cases brought before the court. The Chief Justice may not be in any political party. He also is responsible for clarifying any questions involving this document or the laws of the land. He must also swear in every President elected by asking them to swear to the following oath if the founder is incapable of doing so.:

"I [victorious candidate's name] hereby swear (or affirm) to hold up the law of the land of Europeia. To always commit to do what is best for the region. To keep the region save from coast to coast. To lead our armies to victory and when it comes to inter-regional affairs to always try to put Europeia first.I swear to uphold all that is right in the region and to work with our allies, friends and rivals to achieve peace, justice and equality"

The Justice may only be impeached by a 4/5 senate vote.

Treason of the region shall consist only of levying war against Europeia, giving our enemies aid and comfort, attempting to overthrow the government or attempting to help our enemies.

Article VI

The Navy of Europeia shall be lead by a Grand Admiral appointed by the President. The Navy may engage in four different types of missions all with different needs of authorization in order to be dispatched.

1. A Warzone Mission

A warzone mission may be ordered by the Grand Admiral at any time this mission takes place in an official warzone in the game. A warzone mission may not be ordered if an ally is in the warzone in question.

2. An Abandoned Region Mission

An abandoned region mission takes place in a region under 15 nations that have little or no activity, as well as no forum. This mission must be authorized by the President and Grand Admiral

3. A War Mission

This takes place in a region under the control, ruled by or part of a region or organization we are at war with. The Grand Admiral and President may dispatch these at any time however the Senate has to declare war with a 3/4 vote and Presidential Consent.

4. A Defence/Assistance Mission

A mission where we assist an ally in a crucial attack or defend an ally or friend. These may be dispatched with Grand Admiral or Presidential consent.
