This article refers to the capital of Niploma, Failegn.

Failegn is the capital of Niploma. Although it is a large hub of business it is also renowed for its cultural side - much aided by the Liberal laws in Failegn. Failegn is normally pronounced as Fail-gain although it is sometimes called File-ain. It is seldom, and alkwardly, pronounced Fail-e-gurn.

History

The city Failegn statrted of as a state in its own rite, 'Feilegianis'. Feilegianis was a small 'regional-sized' state that excisted from around 1300 to 1744, when Niploma was created. The 'first revolution' treated members of Feilegianis well after uniting it with other regions. Feilegianis was annexed as a region but a new town was built in the centre, Failegn. Failegn was chosen due to its merchant-qualities (it was located next to a river) and fertile land to the south. Failegn was finished in 1761.

Failegn then became the HQ of the Oligarchy. Both Kings held resisdencies in the city and grew fond of it. In December 1801 Failegn became the official capital of Niploma. Merchants flocked to the growing town and so did memmbers of the agricultural working communities who were enticed into the labour-force at the promise of high pay. Soon the town had become a major city. It was, and still is, the largest city in Niploma and the Oligarchy treated Failegniers well throughout the reigns.

However, Failegn soon became a seen of heavy violence and blood shed. Social problems caused by the authortarian Oligarchy caused a march upon Failegn. The Kings made their major mistake in retalisating on the 250,000 peaceful marchers. Over a week known as, 'Week of the Red Sunset' (due to the blood split), over agressive soldiers killed and wounded up to 125,000 men. This caused a national reaction. Workers in Failegn, respectful of the care the Kings gave them, still went on strike in solidarity with fellow Niplomians. The so called 'Niplomian Spirit' was born in Failegn.

It was not long before the city which worked so herd to get so far was now bombed day and night. It was not until the Peace Agreement of 1936 that Failegn settled back to normality.

In the 'thriving fifties' Failegn began to regain its torn pride. Niploma's first elected Parliament was seated in Failegn. It retained its position as capital. Socilalism in Niploma allowed Failegn to grow in population, with a now huge working population. Government owned industries churned out money and when private industry was introuduced in the sixties to aide the economy they soon flourished.

Culture soon became a major aspect of Failegn. 'West Street', a street built during the re-building following the civil war is renowned for its 'lax clubs and social gatherings. Multi-culturalism has added to the cities character and famous areas such as Bhikku Square, a predominatly Buddhist area is famous for its quiet and relaxing places to rest. Niploma's ownly cathedral, Failegn Cathedral, is situated in Failegn.

Self-governance reached Failegn in 1976 by a more Liberal and centre-left Socialist Internationalist Party. Failegn City Council holds a lot of authorative power and attracts national attention. Infamous political clashes in the city, mostly between right-wingers and radical left-wingers such as North Side Riots (1985) reached national headlines.

Since the 1980's Failegn has become a metropolis and a breeding grund for capitalism. 'South Side' is the affluent half of Failegn and is rich in cultural and financial aspects. 'North Side' is slowly getting 'worse & worse'. It is well known for its health and financial problems. Only recently have attempts been made to mix the two groupings.

Geography and Districts

Geographically the city is loacted roughly in the centre of Niploma. It lies on the River Callon, which flows across the city. The city itself can be divided into three; North, Central and South, with the last being south of River Callon and the revius two north.

Central Failegn is the oldest district. It's own population is also likely to be the smallest at roughly three-million. Central Failegn is a hub of tourism and cultural interest due to it's housing of most of Failegn's places of interest. Central Failegn's streets are all numbered, rather than named. There are eighty-two streets and one named square, Central Square.

North Failegn is the poorest and most populus. It can be traced back to Failegn's creation as most new citizens and re-housed families were housed north of the river. Immigrants and lower-class workers tend to live in this area. Businesses in the North are nearly all local and investmenet in the north has only just begun.

South Failegn benefited by chance to be the affluent district of Failegn. It is the token capitalist hub of not just Failegn but the whole Niploma. South Failegn houses a lot of the political institutions, such as House of the Republic on Main Hill and Failegn City Council in Central Square.

Sites of Interest

Most places of interest are located south of the river. These include:

  • White Palace - The ex-Oligarchys residance
  • House of the Republic - Houses both legislatures of Niploma
  • West Street - The cultural centre for Failegn
  • Downtown - Capitalist hub of Failegn. High rises and big business located here. Famously, the Chamber of Commerce was moved to Downtown under ex-PM Robert.
  • Failegn Cathedral - The only Cathedral in Niploma. It is well known for it's ornate and ancient interior.

North of the river there are many places to see and visit:

  • People's Garden - An ornate and large park, a flagship for north of the river
  • Grand War Memorial - A large memorial remebering all who died in the Civil War, regardless of their cause
  • Bhikku Square - A quiet and reasnobly remote square which translates as, 'Monk Square'. In and around the area live many Buddhists. It is in line with the rest of north Failegn's multiculturalism.

Central Failegn is well known for it's older traditions mixed with modernism:

  • Old Town - Streets 1-23rd are better known as Old Town. They have not been touched since the 1800's and streets are of supreme historical value. Cafes and museums are ripe in this area.
  • Central Square - At the centre of Old Town is the Central Square, a hugely modernised area. Both the historical Town Hall and modern Failegn City Council is located here. Central Square faces onto the river.

Population & Religion

The 2004 Census found roughly 13,500,000 people permeantly living in Failegn and an extra 2,000,000 as temporary residents. Since 2004 Failegn has grown and now the average estimate places Failegn population as 16,000,000.

A significant minority of Failegners are immigrants or not Failegn born. Indeed, Failegn is famous for its large Buddhist population. Other large ethnic groups include Greeks, Arabs and Germans. Following Niploma's trend the largest religious group is the ireligious, or atheists, followed by Buddhism and Islam. The 2004 Census found religious numbers as so:

Politics

Failegners enjoy a large amount of political representation. Roughly speaking Failegn elects eleven Deputies to the Democratic House (assuming all Failegners vote) and also elects four Senators (although by size they should only elected two). As Democratic House elections are a national proportional vote there is no national constituency for the DH in Failegn. However, the Niplomian Senate is elected by constituencies (with two Senators elected from each). The two constituencies are East Failegn and West Failegn (in an attempt to end the north/south sterotype). With average constiuency size at ten million and Failegn having sixteen million habitants it is seen that Failegners have substantial voting power for the Senate.

On top of this Failegners elected the Failegn City Council. The Council consists of twenty-two Councillors (from twenty-two constituencies) and a leader known as a Mayor. The average constituency has 750,000 constituents although only 60% of Failegn voted at the last Failegn City Council election.

National Level

Although it is impossible to find out what parties Failegn voted for in the DH Democratic House election exit-polls sugested a simple split between the People's Coaltion and Libertarian Reform Party with the Official Communist Workers Party fairing well in certain north areas.

However the two Failegn constiuencies for the senate gave a clear result. Failegn East voted two Libertarian Reform Party members into the Senate, one of which by a thin margin. Farleign West voted one People's Coalition member into the Senate and one Official Communist Workers Party member. This is the first time that the the governmental party has less than one Senator from Failegn and added to the Government embaresemnt.

Under new voting laws Niploma will have two hundred constituencies returning 200 Deputies to the Democratic House. This will spark a furious fight for Failegn.
