The term First Minister refers to the leader of a Cabinet, usually, but not always, on a subnational level.
The Resurgent Dream
In the Resurgent Dream, the term First Minister is the official title of the Chiefs of Government of most of the individual principalities. It is also the term used to refer to the Chiefs of Government of the principalities when speaking generally, even though some of the Chiefs of Government have different official titles.
