Years of violent repression in the Dominion of Upper Virginia have periodically given rise to rebel groups and revolutionary movements. The Free Virginia Liberation Army (FVLA) is the most recent armed resistance to the Provisional Ruling Council. The FVLA began its campaign with a series of assassinations and bombings, then moved to guerilla warfare, culminating in the capture of the northern city of Harrington, which the rebels have designated a "liberated city." Riots and brutal repression have also struck the Dominion since the rise of the FVLA. The government has blamed the FVLA for the recent assassination of Attorney General Diana Silina, although the FVLA denies responsibility.

The leader of the FVLA is the mysterious Commander Lazarus. Lazarus' true identity is known only to a small number of the FVLA's senior leadership. Lazarus' deputy is Uldis Marko, now serving as Chairman of the Liberated City of Harrington and leader of the FVLA's growing shadow government. Athene Blaumena, former network anchorwoman, journalist and celebrity is the public face of the FVLA. She was last seen in Tanah Burung courting international support for the revolution. It is rumored that an unknown foreign power is supporting the FVLA.
