Fu Huangdi was born fifty-five years ago, in the year of the Starfish, by the old reckoning of the old Mianish calendar.  He was born to a minor notable of the Fubai tribe, the largest tribe in Hou Mian.  He distinguished himself as a great diplomat and salesman, and he soon led every mission to the other tribes and became the right hand of hte Khan (the traditional title for a chief in Hou Mian).

When the old Khan died, Fu Huangdi ascended to the position.  The Fubai tribe was already the most wealthy and populous tribe in the nation, and he soon became first among the equals on the Council of Khans.  Around this time, Hou Mian began to first contact other nations, both those in the [[Carabellian Alliance]] and those further away.  Hou Mian had always been a militarily backward nation, and so the weaponry of these new visitors was quite frightening.  Fu Huangdi took this fear, and began calling for a new khaghan to be appointed for the purpose of securing peace with these new neighbors and to bring Hou Mian up to speed.

Traditionally, the title of Khaghan is limited to a two-year term.  Fu Huangdi has managed to parlay that into twenty years so far.  He has embarked on a grand modernization scheme, while still respecting the migratory nature of the tribes under his tenuous control.  He has kept his position by being more able to play the different factions off against each other than they are of uniting against him.  He has allied with the other island nations in the area, providing diplomatic cover for some of their more outrageous actions.  Because of his way with words, he has been made the regional delegate.
