Post Southern Gulf War, in which four of the nine Conciliator Orbital Cruisers in service with the Roudland Space Initiative (now Roudland Space Force), the Roudland Military made the decision to redesign the fleet. Several designs from several prominent companies were submitted for the new fleet (including two from Avion Space Technologies and one from RoudCorp Space Vehicles). In the end, a two-class ship design from Avion was accepted for the combat models, and a contract to refit several old Conciliator ships into transports was handed to Northop Aerospace.

The ethos surrounding the new ships has been the subject of much controversy in Roudland's government and military, as well as among the public members who concern themselves with such things. The 2006 Autumn Strategic Review of the Roudland Military concluded that the so called 'Roudland Model' of space warfare was fundmentally flawed and contributed to the loss of so many ships during the battle during the Gulf War. Instead, it argued, the Roudland Space Fleet should adapt to the Roman model of space warfare, blending it with its own. This new type of warfare, which essentially amounts to being the mobile arm of the SRSC during battles, is what caused the most controversy, but also the most innovation and change in regards to ship design.

There are now several classes of ship planned for the RSF, and the details are as follows:
