The economic and social organization, known as The Glacial Empire, was created by the nation of Ohrder April 2nd 2007. It is unique in that only vastly Northern or Southern regions may become a part of it. It is thus limited to Arctic or Antarctic regions, although any region with a reference to the cold, ice, the north, ect may enter. The Glacial Empire is authoritarian in nature, combining elements from un racist Fascism and social Darwinism.

Workings

While compared to a Fascist state very often, The Empire has more libertarian qualities than given credit. For the most part those within The Empire go about their lives much as they did before becoming members. This of course goes not only for member nations, but regions too.

All regions within The Empire remain as separate from their brother regions as they wish. This can be best demonstrated with The Northern Ice Fields who have their entire region on constant lock-down. In addition to staying separate, each region remains in complete control of themselves, surpassing that of The Empire.

The Outer Party

The largest change within the regions of The Empire is the power of certain individuals within them. In each region there are three members of the Outer Party who represent their region within the Empirics Court. The three include: the Regional Founder, the UN Delegate, and the Empiric Representative. For each position of power an individual holds he/she receives one vote within the Empiric Court, it is possible to hold all three should you be able to hold each position of power. While some may point out that limiting certain regions within the GE to two votes due to a dead Founder, this was done intentionally because regions without them are less stable than those with, and are more prone to invasion.

The first two positions within the Outer Party are self explanatory in that they are already existent in most regions. The Empiric Representative is, however, a new position of power within the regions who join The Empire. For the most part, the Representative has significantly less power than the Founder or the Delegate since his influence is limited to The Empire. Representatives are appointed by the Phurssimo of The Empire, by the advise of the region. A common practise is to have them voted in by the member nations of the region.

The purpose of the Outer Party is to for a representation of the people within the Empire so that they can directly contact the Phurssimo and the Inner Party. Also, the Court may bring in Acts to change The Empire, which will then be looked over and debated by the Inner Party.

The Inner Party

The Inner Party include the Phurssimo and the head Ministers of each Consulate within The Empire. These members have near infinite power within their Consulate and organize it as they see fit. They also have more freedom than the Outer Party members. While everything has to be passed by the Phurssimo to be considered 'official', it may be assumed that the word of a Minister is law. Any Consulate without a Minister is headed by the Phurssimo and the other members of the Inner Party untill a Minister can be appointed.

Ideology

The ideology of The Empire is unique and, at first glance, hypocritical. The standard name for it is Anarcho-Fascism, or Fascarc for short. Within that, it means that, while the people may go about their lives with little if any interruptions, the strong still rule over them. Freedom is neither withheld or praised in Fascarc. Certain freedoms are of course granted, such a social, belief, and economic. Political freedom, however is withheld from the populace for their own good. So long as each Fascarc leader is watched by his/her pears and regulated heavily by Fascarc laws and traditions, the populace will continue to go about their unoppressed lives without the need to vote.
