The Tolerant Democracy of Gondwana is a quite young nation compared to the settled powers of NS. Composed of the remnants of the United States (minus several territories that are either independant or controlled by certain foreign powers), and the various colonies this nation had gathered at the end of the 20th and beginning of the 21th century, Gondwana spans both a large territorial and cultural space. The foundation of Gondwana dates back to the Union Deformation. After the Union Deformation, the Republican Party lost much power and was replaced by an absolute rule of the Democrats. Since then, former ties with oppressive regimes have been ended, the military was scaled down and capital punishment was abolished for crimes except for the crimes against ecology and tolerance, in which case the convict is killed with organic poisonous gas. Gondwana is ruled by the ideology of tolerance coupled with anarchy, and what there is of a centralized government, embodied by the members of diverse soviet-like councils and round table discussions about both philosophy and practical subjects, only intervenes in the most grave situations to ensure the continuity of tolerance and anarchy. Anarchy as such has often drawn criticism because the absence of a subordinate social power forwards the exploitation of the weak, but the unique Gondwanan system, where state power is always excericed at exactly the same level of the power it needs to oppose ensures the continuity of balance to protect the weak without excerting state power. Due to this system's necessarity of a minimal governmental organization, Gondwana maintains a network of equal, localized Democratic Councils. Gondwana's policies are always true to themselves, but often insulting to other, more capitalist or industrialized nations. While the US government, often claiming to act to spread freedom and democracy, tended to align itself even with the worst dictatorship if it served its good, Gondwana proports a tolerance that it stands in for so strong that it actually becomes intolerant in many situations. Overall, Gondwana is a new form of unique ecocentric tyranny by majority (and, actually, more by the minorities that receive ever-increasing official backup and special rights) based deeply on the roots of social movements like New Age and the Hippies, which has resulted in large migratory flows into the country from all over the world by those sharing the nation's ideals and values, especially more industrialized and increasingly polluted nations. Besides this ecocentrism, the nation of course centers its culture and politics on equality, solidarity, love, tolerance, peace and democracy. The original ideology of the United States and the French Revolution came very close to Gondwanan ideology, but up until now, every nation or group proporting democracy and equality saw in democracy only a method, a tool, to achieve their primary goal, which was mostly satisfaction of materialist consumerist desires. The Gondwanan ideology instead values democracy as such and sees in the right to be free and excercise power over one's own life a much greater treasure than any material wealth that would result from the absence of any capitalist above the individual. Even more, Gondwana's population sees the simple desire for material goods as the sole reason for suppression and enslavement.

History

The history surrounding Gondwana is somewhat obscured by myth and imagination that spreads freely, officially being put on one level with facts, but extrapolation of histroical records and external observation reveal the following to be the „true“ history of Gondwana:

History of Gondwana

Following is a historical account of the collapse of the United States of America and the Union Deformation which created the country that came to pass as Gondwana. The history of Gondwana begins in the late 20th century, when rapid changes in world economy and politics shook the Unted States and initiated the rise of an incrasingly powerful group of religious fundamentalists within the nation's governing system. It began with George W. Bush and eventually led to the ratification of the Scientific Control Act which allowed the government to forcibly shutdown scientific institutions and facilities acting against ethic guidlines, which was widely welcomed by the fundamentalist christians that were very influential at that time, since it banned stem cell research and genetic engineering, and appropriate their property and funds. While initally only causing high-tech enterprise in biotechnology to flee the country for certain European nations and mostly Asia, leading to a minor setback to the American economy, it soon caused a massive economic breakdown when the Tech level in most of Asia moved ahead of the United States. With depression came disillusionment and a deterioration of morale. The Republican Party and the christian fundamentalists could not allow this to occur, and thus began the necessary steps in reform and legislature to counter the development. To curb the devalution of the Dollar, the United States government first instated the Monetary Control Act and fixed exchange rates. While successful at first, economic relations with other countries and the undampened consumerist attitude of the population began to hinder the actual functioning of the legislature. Next came a policy of self-sufficiency. The United States of America, while vast, did not occupy enough land and resources in order to be considered self-sufficient. Especially, fossile fuels were scarce, and after devastating defeats during direct invasions in the Arab world, the US government had put an eye on the vast amounts of oil in South America. Thus, it began a series of pre-emptive strikes and invasions in order to undermine non-cooperative nations in South America and the Arab world while ensuring the absence of outside interference, which dictated the first country to to fall to be Canada (see Sleeves Plan). After the annexation of Canada, fabricated stories of Mexican-US tensions began to spread across the internet and american publications. Statements and articles were created in order to make it appear that Mexico was planning to invade the southern United States. With the public opinion generally in backing of the governmental position, the US Army was mobilized and set in march into Mexico, quickly invading and occupying the nation in what was deemed a "preemptive strike". This would open the door for the rest of Latin America. From Mexico, the United States moved to Belize, Guatemala, and virtually all of the Central American nations. Eventually, the United States were facing a tie with the though defense at the Panama Canal and the northern border of Columbia. The United States decided to take the remains of South America in two blows: The Extended Independance and Operation Ghost-Buster. First would come The Extended Independance - the invasion of the Bahamas, only a few short miles from the US state of Florida. The islands were annexed within one week and created a launching platform for the rest of South America and the Carabean. On December 20, 2005 - one year after The Extended Independance - the US Army and the Minutemen struck Jamaica. Within hours, the nation's weak government was pushed aside and US occupation was firmly instated in its place. Over the next month, the US forces struck down on syndicracy, drug cartels and corruption, bringing Chile and Argentinia on its side and finally annexing these countries and, with these nations as bases, advanced into Uruguay. However, within a month after this schism within the South American nations, the United States realized that their advance was halted and had failed its original goal: the occupation of the rich oil fields in Venezuela, though Mexico was under control, and the smackdown on Columbian drug cartells. The war had initially great affect on the nation; however, due to extended tours, depression began to grip the Republic. This forced the Federative Central Government to take drastic measures to curb the onslaught of disillusionment by increasing religious spending. However, many people found an answer for themselves: it came in the form of a pharmaceutical product that had swept into the US from South America: Soma. Though the government soon put a strict ban, including capital punishment for ownership or use, on the drug, it became widely used in the entire territory of the United States and disciple was deteriorating. Many European nation that had initially not been happy with the American fundamentalist and war-wagering position, feared even more the fall of the United States and urged the US government to take even more drastic measures, but large parts of the population were already drugged and the christian technological setback and ideology allowed only for an insufficient treatment for those addicted and affected by the drug. The wide-spread use of Soma was the final straw. It kick-started the United States Deformation. The government began to dissolve, the Defense Ministry and related institutions being controlled by the arms manufacturing industry fell into disarray when the drug spread apathy and and a feeling of general peacefulness amongst the people. The US government was rapidly changing into what would become the Tolerant Democracy of Gondwana.

Justice

The ideology of Gondwana itself dictates jurisdiction. While there are no punishments laid out in the conventional sense, the punishment for a crime commited by a certain individual is decided upon by democratic means in each seperate case. While this has drawn some criticism to be ignorant of the fact that people can easily fall to false promises or charming looks, this method is practiced in Gondwana, and there is actually no institution that could abolish it without betraying the nation's ideals both of being democratic in every aspect and never to use state power, except for when dealing with external threats or with an internal threat to Anarchy. Common punishments in Gondwana are, ordered by increasing severity of the crime commited: sociopsychological treatment including Soma medication, appropriation and redistribution of property, being expelled from the society, execution by organic poisonous gas

Diplomatic relations

Due to Love and esterels good relations to Tiberian Destiny and its involvement in the development of Soma, which caused the downfall of the original United States and the establishment of Gondwana, one can conlcude that Love and esterel is friendly towards Gondwana. Connections between the now-deceased United States of America, MattaYuri / The Epsilon Empire, and Schultler are totally hypotetic, but often heard of.

Allies

Economy

Gondwanan economy is completely decentralized. Private enterprise is allowed on a small scale, but anyone attempting to dominate an area or good or employing workers is classified as a risk to Anarchy and dealt with accordingly. There are no employees in the traditional sense: Everyone who works in a subordinate position is still considered to be a partial owner of the enterprise he or she works in. See Genossenschaft. The use of Soma actually minimizes the population's desire for material goods and thus Gondwanan economoy is focused on agriculture and the production of primitive everyday goods. Note also that fossile fuels are not used in Gondwana, limiting the industrial spectrum further, though power is produced by wind, water and solar. There is no currency in Gondwana. Instead, the nation relies on an elaborate record and calculation system for trading goods to ensure that everyone gets everything he needs at the right time.

People and culture

Population

The polulace of Gondwana virtually encompasses representants from all human races on the Earth. However, due to limited travel and the respect, tolerance and actual support for minority and indigenous culture, there is no unity culture as such, but rather a diverse array of cultures, ranging from indigenous cultures to recent youth culture, makes up the socio-cultural spectrum of Gondwana, furthered by the presence of numerous migrants from other nations, bringing with them aspects of their individual cultures. Gondwana thus has a significant minorities of Holy Imperian, Roman, and Epsilonian populations. Due to the tolerant attitude the nation holds towards all races and species, several non-human sentient species migrated to the nation as well, seeking a place to make their home without having to fear racism (or rather specicism), xenophobia and governmental oppression, after several human supremacist purges in other parts of the world. Especially after the Tiberium Impact and the mutations resulting from it, many Mutants headed for Gondwana. Sentient species in Gondwana include, but are not limited to:

Language

Valspeak has become common in Gondwana's North American territories. All other regions retain their original languages.

Education

Transportation

Roads The united States of America left at least the heartland of Gondwana with a vast network of paved roads, ranking from 16-track highways to small countryside roads. With the war, an extensive road system for military transportation purposes was also built deep into Middle America. Since the abolishment of fossile fuels, these roads remain unused by cars. Gondwanans prefer to travel by foot or horse carriage, and they prefer to travel over smaller roads in the countryside. Recently, an increasing number of solar-powered cars are seen on the major roads again, connecting smaller towns and neighbourhoods. The recent advances in fuel cell technology could return big scale motorized traffic to the roads of Gondwana. Up until now, the only institution allowed to use fossile fuel-powered cars are the emergency rescue teams (fire brigade, medic).

Aviation Though the United States had a vast number of airports, these are unused in Gondwana with the exception of necessary overseas travel, gliders and helicopters of emergency rescue teams.

Maritime Brown-water naval travel is a slow, but much used method of transportation in Gondwana. Usually, vessels are either rowed or fitted with sails. No motor vessels are allowed. Riverine transportation, of course, is limited to those areas that are adjacent to any river. Oceanic travel is limited by the absence of industrially manufactured ships and the banning of fossile fuels, though large pre-Deformation oil tankers, cruise ships and others are still used, fitted with solar cells for power.

Railways The railways are one of few transportation methods in Gondwana, and legal, though met with criticism. Those travelling large distances are normally those who use Gondwana's railway system.

Military

The military has been radically scaled down since the establishment of Gondwana. The armed forces are called GSDF (Gondwana Self-Defence Forces) and are entirely made up of foreign mercenaries and volunteers. The military focuses mainly on non-lethal weapons and is used solely for the purpose of self defence and peacemaking / -keeping. Besides the military, there are anarchist groups that take the burden of defending and even expandind Gondwanan influence abroad. These call themselves Black Block and are neither supported by Gondwana nor any realted institution, but rather decide for themselves to fight for Gondwanan ideals.
