Gwenavere Donnelly was the first female HOP of Costa Bravo, the youngest member of Parliament, and a close second to Homer as the most hated person in Costa Bravo. An unintelligeble, psychotic, crackwhore who likes to sleep around with married men, it is a mystery to this day how she got elected.

She is known for spawning one mishap after another during her term in office. One such escapade involved her accidentally passing legislation to replace all automated food distributers in Tortuga with machines that sang Riding Dirty continuously throughout the day. This resulted in the suicides of some 10,000 people.

After she left office, Parliament immediately passed a mandate allowing Senators to be impeached.
