Haligonia is one of Kelssek's provinces. Located on the southern part of its coast, its capital and largest city is Breton. Other major cities include Dartmoor, Shearwater and Rostock.

Shipping-related industries and fisheries are the backbone of Haligonia's economy - Breton is a major port of call and Kelssek's busiest seaport - with tourism, technology, film production, and music also growing in importance.

Officially nicknamed "The Emerald Province", Haligonia was one of the founding members of Kelssekian confederation, and was a vassal state to the Principality of Beaulac during the Guedian Kingdom. It became a seperate province after the revolution.

Politics and government

The province is governed by the unicameral Haligonia House of Assembly. Elections to the Assembly must be held at least once every three years. The current Premier is Donald Cramberly, who leads a minority Progressive Conservative Party government.

Political parties by number of seats (45th HoA, June 2006)

  • Progressive Conservative Party of Haligonia - Centrist and loosely affiliated with the federal Conservative Party.
  • Green Socialist Party - Democratic socialist party, merged in 2004 with the Haligonia Green Party. Couples anti-capitalism with pro-environment policies. Its leader is Joycelin McCabe.
  • Liberal Party of Haligonia - Left-of-centre and socially liberal, affiliated with federal Liberal Party. Its leader is Nicolas Carriére.

It has been historically difficult for a majority government to be elected since provincial politics are roughly divided into thirds among regional lines, with rural voters supporting the Progressive Conservatives, Dartmoor and the Emerald Coast supporting the Liberals, and Breton split between the PCP and the Green Socialists.

In federal politics, Haligonia has usually been split evenly between the Liberal and Conservative parties, however, in the most recent election in 2004 the Alan Kerk-led Green Party won all but four of the province's seats.
