The Halladi Workers' Republic is one of the largest and most successful pan-Arabist nations to exist, and is known for its devotion to Halladi Socialism, Arab unity, and freedom. It is a landmark amongst Arab nations, giving both social freedoms and politcal freedom to its people. The government of Hallad considers itself to be economically free, despite critics calling its form of socialism economically authoritarian.

History

The United Socialist States (1952-1973)

The Halladi Workers Republic started off as a small, economically weak Socialist Democracy with few allies. The United Socialist States of Hallad started with few allies and an unstable balance between the Halladi Socialist Party (also known as the True Directorate) and the spiteful Fascist Party of Hallad. After loosing the second annual elections in Hallad, the Fasicst Party called for all Fascists to revolt. This lead to a seven (7) month civil war, eventually the government's forces prevailed. The First Halladi Civil War devestated the economy. Under the leadership of the unifier of the Halladi Federation, John Connolly, Hallad was able to recover.

Soon after this, Hallad joined the First Communist International . The Federation was one of the leading members of that alliance, until its disdanding. Commissar John MacDonald, of the Commissariat of Diplomacy, is now the Halladi emmissary to the First Communist Internationale. This alliance has greatly effected Halladi policy.

The origonal allies of Hallad moved on, and it was time for Hallad to become a leader. At that time the Halladi Trade Federation was born. It consisted of several, now non-existant nations. It consisted of Saint Sabbat, Scaetland, Arak-Zadar, the Sand Pebbles, and Ubootistan. This was a time of great prosperity in Hallad, economic growth was reaching an all time high. Hallad began to become a leader amoung other Communist and Socialist nations.

Conflict arrose between Hallad and the nation of Shildonia. Shildonia had allegedly aided Fascist rebels in the First Halladi Civil War. The Halladi government demanded Shildonia pay Hallad a small fee to help aid reconstruction of New Dublin, the Halladi capital at the time. The conflict ended in a bitter stalemate. In more modern days, however, the Shildonians and Halladis are making great strives to normalize relations.

Another small conflict arrose with the former nation of Northern Maxentius. They were an agressive fascist nation which invaded a close-by nation. Hallad, along with a coalition of about six (6) other nations, counter-invaded Northern Maxentius. They defeated the Maxentian forces easilty and took a large portion of land that included their capital. The fascist forces soon surrendered as their government collapsed. There were several uneasy years of transition, as Maxentius made their move to Socialism. Eventually it became time for the Independance Referendum to be held. The People of Maxentius, seeing the prosperity brought to them under Socialism, voted for full assimilation in the Halladi Federation rather than independace or continuing to be a Commonwealth.

The Collectivist Union (1973-1976)

The Halladi Trade Federation soon disbanded, and Hallad's second leading party, the Collectivist Party won elections. The Collectivists were considered further left than the Socialist Party of Hallad at the time, and were supported by rural Hallad. They made major reforms to the land reform system, and worked to end the state owndership of farms.

Another small war occured, a few years before Hallad joined the New Roman Empire. It was the Second Halladi Civil War, although many do not consider it a war at all. It consisted of an attack by the Fascist Party of Hallad, in which they took the capital, then New Dublin. The Halladi Military took the city back with ease. The Fascist had power in Hallad for one day. This is known as the Second Civil War, but many view it was a small coup with no real influence in Hallad.

Hallad soon began to have real economic and political power. The Halladi government had united the New Roman Empire under their leadership. The Halladi government set up the Roman Senate, the United Roman Military Task Force (URMTF), and a Roman Diplomatic Corps. These institutions would last for several months before the Roman Government collapsed due to conflicts between Hallad and Shessara -- while nations like the Island of Rose attempted to be the mediator between two nations that were destined to become bitter enemies.

The Capitalist Imperium (1977-1985)

Hallad soon came under new leadership. Mustafa Fenris, the Capitalism Now Party canidate for Premiership, won elections and turned Hallad into the Capitalist Imperium of Hallad. Elections were banned, and the economy boomed - however it did not reach its high under the Socialists. Fenris became "President-For-Life" and began ruling Hallad with an iron fist.

Soon nations such as Hattia and New Haven rallied to "bring democracy back to Hallad." However, it is often speculated that they merely wanted to return Socialism to Hallad. The Federation soon allied itself with former its former enemy - Shildonia. In addition to this the Capitalist Imperium enlisted the aid of Grunge-France and Shessara. The Halladi-Hattian Conflict began. James Cross was voted Premier of Hallad after Fenris's government collapsed due to war with Shessara and a Socialist uprising, lead by the Federated Directorate.

The Federation joined the UnAPS, or United Alliance of Progressive States. From that alliance, Hallad has also joined the Union of Socialist Republics, which includes the nations of the New Haven, Hattia, Edolia, and Jondera. After the UnAPS disbanded, the Roman government collapsed. Hallad soon became more involved in the affairs of Haven. Division within the USR soon lead to its break up, with frustration between the Halladi government and that of Edolia. Hallads relations with New Haven and Hattia did become stronger from that point.

The Halladi Workers Republic (1986-Present)

Unfortunatly, soon after this James Cross also died, and the Halladi people elected a new leader. Hasan Muhammad was young, idealistic, a great speaker, and offered everything the Halladi people wanted, and more. He was elected shortly after the death of Cross, and made major reforms in the military, economy, and educational system. He also purchased Neo Hallad from New Haven

The USR disbanded only recently, and Hallad became a member of the Concordat. However, after division with the Concordat, Hallad sided with their comrades in New Haven and Bryn Shander. The Republic split from the Concordat and joined the Hermes Alliance. The Halladi people saw this as a very good thing with recent developments. New Haven sold a space fleet to Hallad recently, and Hallad began expanding into space.

The New Haven Imperium helped Hallad to find its own planet, and system, to settle in. The Halladi Homeworld was soon settled into by over two billion Halladis. The planet was similar to that of Old Hallad, however it provided much more farmland, and had large ammounts of untapped resources.

However, the boom which followed the founding of the Halladi Homeworld and system ended soon. War with Allanea, to whom Hallad had been competing with (and with much of the Greater Prussian Empire). The war found the Republic overwhelmed and it was forced to admit defeat to the Allaneans. This came at a great cost to Hallad, destroying masssive ammounts of infrastructure and industry, and sending the nation into a decade of depression.

With massive reforms to the Halladi government and aid from its allies, Hallad recovered fully and now enjoys the standard of living it did before. Unfortunately, many speculate how large the economy would have grown if there had never been a war. However, that time in Halladi history is generally regarded as the "forgotten era," and is considered a taboo.

After years of isolationism, Hallad recently came back onto the international stage.

Government and Politics

National Politics

See Main Article: Government of Hallad

The nation as a whole is fairly decentralized. The political system is directly democratic when it can, and heavily involves people down to the local level. Within a city are the official City Council, but also smaller councils to direct activities with various neighborhoods. The national government is a federal republican, semi-presidential system. Each Republic has its own assembly, which is subordinate to the national parliament, the National Workers' Assembly. There are currently six Republics: Buraydah (Erse), al-Halladrim, al-Haradrim, Ha'il Umbar, Ryydra, and Al Anbar (Erkshire).

There are executive elections every four years, for the position of Premier, and parliamentary elections every two years. Hallad works on a multi-party system, which generally results in the creation of coalition governments. Generally the Solidarity Bloc, a coaltion of the Halladi Socialist Party, the Halladi Workers' Union, and the Collectivist Party, will take the majority of seats in the National Workers' Assembly. Under them is ussually the Spartacist Party, a communist party which follows Luxemborgism. The largest capitalist coalition is the Freedom Alliance. The Freedom Alliance only has two parties -- the Capitalism Now! Party, a conservative party, and the Liberal Democratic Party, a liberal capitalist party.

Seats in Parliament are proportional to the population of each Republic.

International Politics

The Halladi Workers' Republic is often considered the strongest socialist nation on earth and a leader of the leftist movement, by leftists. Other leftists believe that nations like Whittier and the World Soviet Party have more importance and influence. Despite ones view, Hallad is a power. Throughout the Middle East and Islamic world, it has great say being the homeland of the Arab people and of Islam. Although Hallad is secular, there is no ban on religion and people practice Islam (and other religions) freely.

Hallad is the leader of the pan-arabist movement, and frequently advocates Arab unity. Hallad is suspected of doing operations in Minnesotan Sahara, before its independance, and in many other Arab nations. It has openly declared that it will send arms to leftists militants if they desire them, as part of Operation Freedom Fighter, which is meant to combat similar right-wing programs for right-wing groups.

Hallad is a member of the Global Union of Socialist Nations. It is the alliances largest member, and a key player in its politics. Hallad has brought itself into the limelight by its position as a leader of the more radical nations of the alliance.

The Halladi military is a large, volunteer force which works aside various paramilitary organizations in Hallad in the defense of the nation. It is divided into three branches, the Red Army, the Red Air Force ("Hawks"), and the Red Navy.

The Army has three parts, the elite Republican Guard, the Regulars, and the Workers' and Peasants' Army. The Republican Guard are the smallest of the army branches, being the elite infantry and the most loyal of the military. Republican Guardsmen begin training at age 12, at a military academy. The Regulars refer the the light infantry, air mobile, mechanized, and armour units which are not a part of the Republican Guard. The Workers' and Peasants' Army is a national guard, reservist group which operates both combat and logistics divisions. They are the largest part of the Red Army.

The Red Air Force, whose pilots are known as Hawks, is the smallest branch of the military. It operates several thousand fighter aircraft alone, as well as operating the ten Airborne Infantry divisions of the Halladi military. Halladi pilots are known for their skill and cunning, and are often considered natural flyers. Equipt with state-of-the-art equipment, they are an even match for any air force.

The Red Navy is a small branch of the Halladi military. It operates many coastal assualt craft, as well as several larger fleets capable of dominating the seas. Other than that, it hosts ten divisions of Red Marines.

Economy

The Halladi economy depends mainly on petroleum exports, agriculture, and tourism. In recent years, there has been substantial growth in the production of consumer goods and electronics, which businesses have found to be most profitable. Foreign investment has increased in the past ten years, and business exchanges have become more frequent. New trade routes were recently opened between Hallad and Novaya China, which is expected to create new economic growth for both nations. Because of this, Hallad enjoys one of the highest standards of living in Haven, and has had a sustained GDP growth of 8% for the past five years.

Halladi follows its socialist doctrines, a form of socialism known as Halladi Socialism, which is quite liberal with economic affairs. There are industrial and environmental regulations, and most businesses are worker controlled and private. Competition is high, and the workers recieve all the profits from their work. Small, local businesses are sometimes controlled and owned by a single individual. There is fairly low government control, with the only nationalized industries being the defense industry, basic utilities, and some of the oil industry.

To diversify the economy, Hallad launched a new city on the western coast with investments exceeding 26.6 billion dollars. The city, which is named "Hasan Muhammad Economic City," was built near al-Rabegh industrial city north to Jeddah. The new city, where construction work started in Dec 2005, includes a port which is ten times larger that the largest port of Rotterdam (one of the largest in the world) and it can anchor giant ships as well as an industrial area for the sectors of petrochemicals, pharmaceuticals and research. The city which will expand along a coast of 35 km, also includes an educational city, a tourism zone and a financial stock market center.

Natural resources found in Hallad are petroleum, natural gas, iron ore, gold, copper, phosphates, sulfur, fish, shrimp, asbestos, marble, limestone, chromium, gypsum, lead, nickel, rock salt, manganese, talc, and zinc. Hallad, on average, exports over 16,535,300 bbl/day of oil. Hallad is an importer of foodstuffs and water.

Because of Hallad's desert environment, it has been working on new ways to cultivate its land. It uses new and innovative tilling and irrigation techniques in the desert, and has improved farming standards in the Khabur River. Ha'il Umbar and Buraydah are Hallad's major internal sources of food, but it imports the majority of its food needs from various nations in and outside Haven. Recently it has looked to China to help improve agricultural standards in Hallad.

Demographics

Hallad's population as of 2006 is estimated at 6,207,893,902,004. The bulk of the population lives in Buraydah, and until recently much of the population was nomadic or semi-nomadic. However, in 1995 it was declared that ninety-three per cent of the population had been settled. There are 33.98 births per 1,000 people, and the death rate is only 7.62 deaths per 1,000 people. The literacy rate in Hallad is 100%, thanks to a well funded public education system.

Roughly 86% of the population of Hallad are Arab, with other ethnic groups including Assyrians, Kurds, Europeans, South Asians, and Persians. About 84% of the people are muslim, with about 7% being Christian, and 9% being Atheist.

Geography

Old Hallad

With the landscape largely being made up of desert, the north and centre of Hallad is covered by one contiguous landmass, the Halladi Desert. The south, however — mainly Buraydah and Al Anbar — are classified as grassland type plains, which are filled with Collectives and Industry-Communes. A metropolis of fourteen million in population, New Dublin, is the largest of eight cities considered major.

Six Republics exist throughout the land, named seperately as: Buraydah (Erse), Al Halladrim, Al Haradrim, Ha'il Umbar, Ryydra, and Al Anbar (Erkshire). The Haradrim contains an area of land known as the Halladi Northlands, resembling the southern climate. Halladi Maxentius, an area of the Halladrim, is a former commonwealth and was seized as a result of the previous governments agression toward Hallad. The fascist nation known as Northern Maxentius was assimilated into Hallad after a regional referendum, in which the people voted for integration.

The Halladi Desert

The largest land form in Hallad. It streches from the northern provinces of Al Halladrim and Ryydra to the northern one hundred (100) kilometres into Buraydah. It is actually a highly populated area and most land is farmed. The Halladi Federation uses highly advanced farming equipment based on Israeli methods and equipment. Also, the Halladi Desert is filled with oil wells, which are well miantained in Hallad. The Halladi Oil Corporation employs many of the desert dwellers in the production of oil. It is also rumoured that there are many secret government bases and bunkers scattered throughout the desert.

Neo Hallad

Neo Hallad is the off-world Halladi colony, located directly next to New Haven. New Hallad is an agrarian society, lead by Comrade Govenor Aiden O'Connell. It was origonally colonized by 50,000 Halladi colonists, which were brough to New Haven with the help of the New Haven Socialist Republic. They have several hundred kilometres of land in which they have formed collectives, and a few factories.

The colony is defended by a militia of ten thousand men and women. They have been equipt with HAP-1 pistols and HAR-1A rifles, and even have several vehicles. However, they are under the protection of the New Haven Socialist Republic and the Hermes Alliance. Hallad has done little with their colony, however there has been talk of more expansion in space, and possibly the urbanization and industrialization of Neo Hallad.

The Homeworld

The homeworld is made up of a large desert interior, dubbed the New Halladi Desert. There are no icecaps, however there are large rivers in the north and south which have created areas of rich farm land. There are many grasslands in the north and south. Most of the urban population has inhabited the less fertile so that collective farms may have as much land as possible to feed the ever growing population. The water is rich with fish, and the crust of the planet filled with oil for export.

Culture

Hallad is one of the centres of the Islamic world, despite its secular government. People practice whichever religion they see fit, though the vast majority are Muslim. Several of Islam's holiest cities are located in Hallad. It is common for there to be five breaks in the day, in which the nation's Muslims take a moment to pray to Allah.

Dance and music in Hallad is varying. There are folk rituals, such as Ardha, which are fairly popular. However, more western and modern types of music have becoming much more popular since the 1980s. The cities of Hallad are known for their youthful music scenes, of which ska and reggae have become very popular.

Many Halladis still dress in traditional islamic garb, however western styles of clothing are increasing in popularity. The last true stronghold of this traditional clothing is in al-Halladrim and Ha'il Umbar. In Ryydra and Buraydah, society has become much more liberal, permissive, and western. Western clothing is encouraged by the government.

Ryydra is world reknown for being a centre of commerce, culture, learning. The Reyid Academy of the Arabic Language is ne of the few institutions responsible for regulating the Arabic Language throughout the world. Ryydra alone has had a thriving media and arts industry since the late 19th century, today with more than 30 satellite channels and over 100 motion pictures produced each year. Ryydra, in fact, has long been known as the "Hollywood of South Haven." To bolster its media industry further, especially with the keen competition from the other Haven nations, a large media city was built. Hallad is also known for being one of the few Arab nations with an opera house.

Education

See Main Article: Education in Hallad

Education is a central aspect of family and community life. Parents are deeply involved in their children's education, and the close links between home and school serve to reinforce the structure of the community and the nation. Before the rise of the Halladi Workers' Republic, public education was non-existant; however, today, Hallad's nationwide public educational system comprises 340 universities, more than 1,000,000 schools, and a large number of colleges and other educational and training institutions. Open to every citizen, the system provides students with free education, books and health services.
