Harper Harlan Duane Manshevik was born on December 25, 1888 in South Troyes, Popeleoma Del Signe and died in Troyes on April 23, 1958. He is most notably the first Centralist party member to be elected ever to the speaker's seat in the Duma. He lost in 1940 when the nation was desperate for action and elected a nazi member, but ousted him and restored Harlan.
