Introduction

Hethrum was created in the summer of 2006 by Niploma and since that point had steadily grown and was cited as being amongst the top 150 regions in the world due to its size and influence. A few of the older Hethrum nations originated from The Anumist Alliance (a socialist region) however Hethrum is a proud mix of varying political allegiances. However since the period reported as the 'death' of Hethrum in the previous revision of this article- the split of New Hethrum as it is now known, the region rapidly stabilised,returned to normal practices and has begun to recruit once more. This has been especially helped by the creation of a new forum for the region; which replaced an earilier one at: http://hethrum.20.forumer.com/index.php

Government & Politics

Legislature

Hethrum has a unicameral legislature with the Regional Council. Every citizen (nations within Hethrum who have registered on the forum) is a Citizen within the Council and every citizen has full rights to debating, voting and proposing.

Judiciary

The Regional Council also supervises all judicial matters through debates of opposing views, when necessary, as implememneted under the Justice Act 2007. An independant judicial branch has being speculated in the past but is currently considered to be an affrount to the full rights of citizens.

The RGUN Act was the first to be created in Hethrum's history. Penned by Wystan (albeit with great help from the Regional Council) the Act has somewhat of a constitutional status within Hethrum. The == orignal Act reads thusly:

ACCEPTING that all governments, no matter how similar, hold differing views or thoughts,

REALIZING that a solid and coherent governing body is needed for the region of Hethrum,

We, the nations of Hethrum, propose the following in the name of liberty and democracy:

1) A Council be established, one that includes all member nations of Hethrum. i) All nations receive one (1) vote per official poll. The candidates, if the poll concerns candidacy, are not allowed to vote. ii) A nation may be exempt from proceedings in the Council for a set period of time if deemed necessary by a two-thirds (2/3) majority vote. iii) In the event of a tie between two candidates for Chairman or woman, the Founder casts a deciding vote. iv) In the event no candidate receives a two-thirds (2/3) majority vote, a revote is held, and a simple majority is needed for a candidate to become Chairman or woman v) Proposals require a simple majority to proceed to the Founder's desk to be signed into law. vi) A nation may be removed from the region completely if the Council deems necessary by a two-thirds (2/3) majority vote. vii) Any nation that is within the Regional Council may submit a proposal. viii) Every nation within the Regional Council is official known as a 'Councilor'. ix) Every poll regarding a proposal must last between two to five days. x) Proposals should be sent to the 'Regional Council Floor' first so to be examined and improved. After scrutiny and assuming the proposal has reached perfection it should then be submitted for a vote in the 'Proposals & Voting' area of the Hethrum Regional Forums.

2) A Chairman or woman be elected to lead the Council. His or her duties are as follows: i) To actively participate in all discussions and votes. ii) To begin debates concerning regional security. iii) To begin and moderate official polling threads. iv) To represent the region in interregional matters. v) The Chairman/ Chairwoman is the elected leader of this region yet the Chairman/ Chairwoman must respect the Founder of the region. vi) To begin investigations ('Committees') if any particular issue needs to be examined in depth. (a) Committees are investigations into any issue that seems to be of drastic importance. (b) The Chair (or Founder under circumstances explained below) chooses who sits on the Committee and must take into account the nature of the committee when choosing who should sit within it. (c) Committees should investigate then release a report on whatever matter they were investigating. (d) Under the Chair's orders Committees may remain after the report or may be disbanded. (e) Only three committees may be formed under any Chair's term in office. The Founder may propose one every two months.

3) The Chairman or woman has a term of two (2) months. i) The Chairman or woman may only be elected twice consecutively. A waiting period of four (4) months, or two (2) terms, must be observed before running again. ii) The Chairman or woman's election will be initiated and concluded by the Founder.

4) The Founder (Niploma) has the following duties: i) To decide whether to accept the Council's nominated Chairman or woman. If the nominee is not accepted, the Council votes again. A simple majority will overturn the decision, and the nominee will be elected. ii) The Founder may only vote in the event of a tie. iii) The Founder may not run for Chairman or woman. iv) The Founder may not run for UN Delegate. v) The Founder may or may not accept legislations proposed by the Council. In case the legislation is not accepted, the Council will vote again. A simple majority will overturn the decision, and the legislation will become law. vi) The Founder assists the Chairman or woman in representing the region. vii) The Founder must defend against invaders. (in-game mechanics)

5) The UN Delegate has a term of four (4) months, and has the following duties: i) Post the current UN debate in his or her Office for viewing and input by the region. ii) Vote in a manner representative of the region's needs and interests. iii) Assist the Founder in defense against invaders. (in-game mechanics) iv) The UN Delegate may not run twice consecutively, and must wait for eight ( 8 ) months, or two (2) terms, before running again.

6) The election of the UN Delegate will proceed as follows: i) All UN member nations may vote for the Delegate. ii) Non-member nations may indicate support, but otherwise must refrain from participation in the proceedings. iii) The previously elected Delegate begins and concludes the Delegacy election under the scrutiny of the Electoral Commisioner. iv) Any Hethrum citizen may stand for Delegacy as long as they are a UN member. v) UN members must endorse the current elected Delegate. If they fail to do so they should be warned by the Delegate. If they continue in failing to endorse and are found to have endorsed another Hethrum UN member (thus proving their actvity and denies them to plead for apathy) they may be put to a vote for 'outcasting' as described in the 'Hethrum Code of Conduct Act'. vi) During an election (for Delegacy) UN nations must endorse the UN Delegate and upon the election of a different UN nation must withdraw all endorsements for the previous Delegate before endorsing (which must be done) the new elected Delegate. Endorsements may be added under the provisions given in part '6ix' of this Act. vii) During an election the elected Delegate retains all powers until out of office. viii) Once the Delegate concludes the election the next Delegate are declared into Office by the Founder - whose independent scrutiny must be noted. Therefore, electoral results must be confirmed by the Founder. ix) UN member nations may endorse any other nation so that the endorsed nation holds up to (and including) five endorsements. If a nation exceeds this the Delegate must ask the endorsed to ask endorsing nations to refrain and must also ask the endorsing nations to refrain from endorsing beyond the ten endorsement limit. If the nation that is endorsing - not the endorsed - is found to continue doing this for a considerable amount of time then they may be put to a vote for 'outcasting' as described in '6v' of this Act and continually described in the 'Hethrum Code of Conduct Act'. x) Pleads that all Hethrum nations and citizens alike join the United Nations.

7i) If the Official is absent without notice for more than 2 weeks, he may be called to the council to explain his absence ii) If the Official isn't carrying out his duties in a correct way, he may be called to the council to explain his malfunctioning iii) If the council isn't fully pleased with the Official's explanation in the meeting, any council-member may propose a Vote of No-Confidence iv) This Vote of No-Confidence must be supported by a 2/3 majority to be accepted v) In the case of a 2/3 majority , the Official is immediately relieved from his duties and powers and elections will be held vi) During the election time the Founder or the Founder's chosen proxy will take over the Official's duties.

8. (i) All government officials may only hold one office per respective term. (ii) A government official may not stand for an election until he or she is out of office, or if he or she is in the midst of another election.

9) A Deputy Chair be appointed by the current elected Chairman or woman. i) The current elected Chairman or woman must appoint a Deputy Chair within seven (7) days of their election. ii) The Deputy Chair will be the assistant and back-up for the Chairman or woman, iii) The Deputy Chair will assume the position of Chairman or woman if the elected Chairman or woman is removed from office, sick, on vacation, or resigns. iv) The Deputy Chair will also fill in for the Chairman or woman upon request. v) A new Deputy Chair must be appointed, or the former reappointed, upon the results of each Chair election.]]


However, since recent period of change, a new Act of this name for 2007 has been drafted by AP3 10 and formally posted;it passed the discussion stage intact and proceeded to the Voting stage on Thursday 7th June 2007. ==

Elections

Hethrum's Chairperson of the Regional Council elections began on June 1, 2007. The previous incumbent Theocarl left the region during the split, leaving the especially inportant office without a resident. Both Twizzler and Greater Farnham stood and Greater farnham took an early lead. AP3 10 did not run. The electorial officer Onasumaston has announced the deadline for voting is Monday 11th June 2007 when they shall declare the successful candidate. Both Mugga Sate Union and Red Lyt Disrict presented little interest and have since renounced their citizenship of Hethrum. The current leader of the Defence Forces (Twizzler) declared intentions to stand, but has done little to outline his policies as of theis point . Wind and Sail had recently succeeded in organizing a presence on the forum.

Delegate elections occur every four months (Chair elections occur every two months) and the election is due early to mid June depending on the political situation. It is expected current Delegate AP3 10 will stand and other candidates are currently unknown,yet it is likely those who lose out in Chair elections will stand in the Delegacy elections.

Hethrum Regional Armed Forces

Hethrum's 'RAF' was created in late 2006 via the Hethrum Regional Defence Force Act and currently all nations are asked to join. The Force splits into the general forces (Hethrum Regional Defence Force/ HRDF) and an intelligence agency (Hethrum Intelligence Agency/ HIA). The HRDF branch of the 'RAF' is in charge of the every day mechanics of defense for the region. The goal of the HRDF and its leader (Twizzler, AP3 10, Wind and sail and two other unconfirmed generals) is to defend the region at all costs and strategically advance to stop all invading forces. The HIA similarly works to defend the region but is currently inactive, Through intel efforts the HIA has previously worked to prevent and counter all espionage attempts against the region.
