High Commission

A high commission is the diplomatic mission of a high commissioner, usually the home nation's senior diplomatic mission in the host nation. A high commission is established instead of an embassy when the two nations share the same head of state, because it would be farcical for a head of state to send an ambassador to himself/herself. For example, Emperor Andreus I Capet is the head of state of both Pantocratoria and Pantocratorian Ambara, but each of those nations has its own government (which is to say that they are distinct diplomatic entities). As a result, instead of the Emperor of Pantocratoria sending an ambassador to himself as Emperor of Pantocratorian Ambara, the Pantocratorian Imperial Government sends a high commissioner to Pantocratorian Ambara's government and vice versa.
