The Supremely Democratic States of Hirota is a large, socially progressive nation located in the north of England. Its government presses libertarian policies at home and abroad, often treading on a few toes.

The currently elected leader, President Hasmami has been the elected head of the nation for the past 20 years, but it is only in the last 7 years that Hirota has played any foreign role in the United Nations.

Geography

Hirota is located in the north of the England region. It is bordered by 5 different nations, and has two stretches of coastline. The southern border is on the fringes of arid, desertlike conditions. The desert has been expanding northwards in the last century, but it's movement has halted near the extensive mountain regions. The Bremworth pass divides east and west Hirota, and is heavily used for trade. Uranium mining is Bremworth's (and thus Hirota's) primary export.

Hirota's climate is generally temperate.

Each region is managed by one of the 5 major cities in the nation.

Capitol - North Hirotan and Hirotan Protectorate

Capitol also retains overall control of the nation, is the home of the national senate, and also the residence of the head of state. Capitol also holds control for any outlying colonies, such as the Hirotan Protectorate


Capitol

Capitol was completed 10 years ago when the Senate agreed that the previous capital (Hirota City) was too old, too small, and too isolated to effectively govern the rest of the country. The agreed location, on the northern coast was originally covered in large swathes of swamp and marshland. It was after an extensive draining project that took 5 years that any form of construction was started.

Capitol benefits from being designed in a single stage, by a dedicated team of architects. As such it does not have the "sprawling" quality that older cities possess. The seat of government is located on a small island within the city, affording the senators and civil bodies a degree of security.

City streets are both wide, and well managed. The port is only recently completed, and neighbours the extensive trade district.

The region Capitol controls is still in the process of developing beyond a few sleepy villages. Towns are rapidly springing up, especially along the important trade routes.

Hirota City

Located near the top of a small mountain, Hirota City is an ancient city state which has become vast and bloated with time. The ancient walls have become surrounded by residential and industrial estates, and the city is no longer on top of the mountain, but also scattered around the base as well.

The transport infrastructure struggles under the enormous pressure it is subjected to, and pollution is becoming a concern. Despite this, houses in the city are amongst the most sought after. It is a point of pride for the rich upper class to own a property in the ancient city.

The region itself is largely cultivated, with market towns and uranium mines scattered over the foothills.

Fort Bremworth

Formerly called Vasquez, Fort Bremworth is situated in the famous Bremworth pass. The pass is dominated by vast Uranium reserves, which are extensively mined. Bremworth is currently a major industrial center, dominated by Uranium refineries. It's also the only major route between east and west Hirota.

Gateway City

Gateway was previously an independent city state which opposed Hirotan expansion alongside a dozen neighbouring city states. Gateway was eventually the last of the city states to capitulate to Hirotan rule. The populace remain somewhat fiercely independent and often have a habit of "forgetting" communications from Capitol.

At present Gateway acts as the primary port for imports and exports, and the majority of the Hirotan navy is stationed here, patrolling the local oceans, and the major trading routes to the Hirotan Protectorates and major trading partners.

Gateway has a heavy manufacturing presence dominating the city, and there is currently a lack of workers available to the various factories with unemployment amongst the lowest in the country.

Alioth

Alioth was another independent city state absorbed by Hirota. The region is generally considered the most attractive place to live in Hirota, with a major warm sea current providing Alioth with conditions which benefits sub-tropical life. Alioth is popular amongst holidaymakers and residents alike, and the generally peaceful enviroment has become popular with tourists throughout the region.

Hirotan Protectorate

Located some 600 miles southwards in open sea, beyond the region of England the protectorate is a series of islands scattered over a vast area.

The population of the protectorate has been generally low, confined to a few settlements and small towns. However, in recent years the explosion of the tourist trade has started to increase the population of the islands. Moreover, the hirotan armed forces have expanded their presence in the region, primarily as an additional academy for training and teaching of young soldiers.

Technically an independent state, the Protectorates have a degree of taxation to fund the growth in population. Many services are owned by the state, as opposed to the prevelent privatization in Hirota.

History

Pre-history

The Democratic States of Hirota was at first a small city state. In the early years Hirota was involved in a series of intercene wars with a neighbouring city state of Vasquez. Although Hirota benefitted from its natural location protecting itself from Vasquez, the Vasquezans had a much larger army, and it's location blocked all trade from the east.

However, some 200 years into the conflict, the commander of the Hirotan armed forces fell to the command of General Bremworth. Having widely distinguished himself as a lieutenant in the conflict which gave rise the the famous "whiff of grapeshot" Bremworth was one of the earliest generals in regional history to demonstrate a true tactical genius. His 18000 men decimated a much larger force of 60000 Vasquezans at Cherub Pass, and within 3 years brought the conflict to the very gates of Vasquez city.

Bremworth was installed as governor of Vasquez city, and under his governance was able to maintain a remarkably stable occupation.

However, within Hirota city, a coup de etat overthrew the previous senate, and brought about a military dictatorship. Although Bremworth was invited to participate in the coup, he instead opted to offer sanctuary to the senate, who operated as a government in exile.

For a second time, conflict existed between Vasquez and Hirota. Bremworth benefitted from an army that was experienced, and relatively well equipped. He could also call upon the Vasquez auxillaries, whose numbers had swollen since the city had benefitted under Bremworth.

Although the Hirotan army was effectively split in two, the Hirota city continued to enjoy a signifcant defensive advantage. Were it not for the underground resistance, it would have been certain that conflict was to continue for several generations.

The military dictator, General Corbonez was assasinated by the resistance, and with the loss of the figurehead, opposition to the senate crumbled. Hirotan city was retaken, and the city state of Hirota formally declared it's unification with Vasquez.

Meanwhile, Vasquez city was renamed by it's populace to Fort Bremworth, in recognition of the progressive social reforms. Bremworth himself was elected to the senate three years later.

The newly enlarged state of hirota made great inroads in expansion, moving Northwards to the present day border with Astrologer. However further expansion to the west was somewhat stiffled by a fickle alliance of newly formed city states, notably Alioth and Gateway city. However, these were dominated by the province of Sloth.

Sloth was a highly agressive dictatorship, with a vast army of conscripts. Sloth invaded Fort Bremworth, and was defeated by Hirota. In turn Hirota counterattacked and was able to annihilate Sloth. The other city states similarly capitulated, and agreed to form a democratic states with Hirota, ruled by hirota city, but with limited autonomy.

17 years ago it was decided that Hirotan city was not suitable as a seat of government and so construction of Capitol was began. Although running up costs of several billions of coins, the city was completed ten years ago.

Recently hirota has enjoyed a period of expansion, creating the Hirotan colonies far to the west of the region, and has developed a vast orbital network for communications and defence.

Present day government

At present, the Hirotan government is largely dominated by the left wing Free movement party. With no substancial organised political opposition, the Free movement party only contends with a loose coalition of conservative and independent Senators.

It's this political dominance that has allowed the Free Movement party, led by President Hasmami Benor to enjoy almost total control over the nations policies. To date Hirota has continued to be a democratic society, promoting equal rights, personal liberties, and wronging social evils. To date this has been warmly welcomed by the populace.

Hirota has started actively campaigning for an expansions of these civil liberties, notably via the United Nations.

Hirota has recently cut the size of it's civil service, and privatized much of the public sector. The halls of the senate are massively underused, with only a third of capacity occupied.

Economy

Hirota's economy is dominated by it's significant Uranium mining sector. The majority of imigrants, lower and middle classes have some connection to the industry. Fully one-tenth of the nation relies upon the mining, enrichment and on the marketing of Uranium.

Depleted Uranium accounts for 5% of all Hirotan exports to other United Nations member states, and regional allies. The Hirotan army benefits from using almost exclusively Depleted uranium shells in conflicts.

The rest of the economy relies upon education, research and services. Beyond Uranium mining, there is relatively little industrial production.

Armed forces

Hirota prefers to rely upon high-tech defences rather than strength of arms. Hirota boasts a significant automated orbital network. Many contain guided Nuclear bombs. This acts as a reasonable deterrent for would-be invaders.

The other armed forces available to Hirota tend to use Depleted uranium shells for major conflicts.

Young Hirotans are offered free further education in exchange for 2 years service in Hirotan armed forces. In theory some 15% of the Hirotan populace can be drafted into the armed forces. The full time military is small, well-funded, and capable of rapid deployment.

Notes: Previously a little known member of the Hirotan government, Mr Kildarno only came to prominence when the DSH joined the UN and the need for a diplomatic corps was emphasised. Kildarno has enjoyed success within the UN, although a recent health issue meant Hirota briefly lacked a voice in the UN.

Hirota submitted the resolution "Rights of Indigenous Peoples" which was passed by with 71% support on 22nd January 2005

Hirota is a full member of the United Nations Old Guard. Hirota tendered their resignation of National Sovereignty Organisation having critised the insular behaviour of National Soverignty.
