Government
Hispania-Aztlanico is a huge nation. It's government is truly a huge bureacracy. Every State government is very autonomous they could even secede all they wanted to if they chosed to. The only thing that keeps them all bind is the economy of the nation as the states depend on each otherand a very similar culture. The federal government is composed of three very weak powers and a Fourth strong power
Executive
There is the executive which is administered by the First Executive. His cabinet is made solely from representatives from all states and notable clergy. He is chosen from popular vote every Eight years, he may not be reelected. He has to make offical all acts passed through the legislative branch and execute them. At times the First Executive does nothing. The only other power he has is to command all the military of Hispania-Aztlanico in times of crisis through the permission of the Legislative branch.
Legislative
Then there is the Legislative Branch made solely from the Chamber of Plebes. Every Four years for every Ayutamiento (County) two Plebes are chosen. The Chamber of Plebes has only the power to discuss any laws passed trough State governments and how to better the constitution. A member can bring up how one state law is unconstitutional or a amendment and then it's brought to debate. It is voted on if it is constitutional or efficient. If the state law is not then it becomes an act and the First Executive has to repeal the law from the state government. If the amendment is approved then the Constituion is changed. The chamber has also the power to give the First Executive power over the military.
Judicial
The Judicial branch is made up of the Supreme Tribunal which in turn is made up of seven Justices. They may deem any act or amendment as unlawful. They may also repeal any action done by a inferior court. Also any other disagreement may be brought up to it if it passes a inferior court. They may be able to take away the powers of the First Executive as Chief Commander.
Local
The local branch represents all state governments. There is no direct representative in the Federal govenment but it is recognized as the true power house. All state governments have much power over their own sovreignty and are very autonomous. They are all composed of the three basic Executive, Legislative, and Judicial Branch. The Legislative branch has the power to pass all laws and is made up of the local Congress. Congresses may vary in organization but all have power to make new laws for their state. Then the Secondary Excecutive must pass the law if it does not pass it goes back to senate for vote if a majority still votes for it the veto is overidden. The Secondary Executive has a lot of power over their state they may make economical and political decisions. Then there is the court of law of each state that basically has the same powers of any court of law except to deem any state law or state constitution amendment unconstitutional.
