Hispania Ulterior

The Russian Federal Republic of Hispania Ulterior is a massive, safe nation, notable for its punitive income tax rates. Its hard-nosed population have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of the Environment, Healthcare, and Education. A substantial private sector is dominated by the Book Publishing industry.

Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Hispania Ulterior's national animal is the horse, which frolics freely in the nation's many lush forests, and its currency is the ruble.

The Government of Hispania Ulterior

The below is a breakdown of the structure of the Federal government of Hispania Ulterior. Though granted some autonomy by the Federation, it should always been remembered that any branch of government within Hispania Ulterior is always subordinate to that of the Tsar and the Federal Assembly of Russia.

Executive Branch:

The First Minister: Though the Federal Republic is still under the jurisdiction of Russia, the Federal Assembly does reserve power its Federal Republics including the election of a First Minister. The First Minister is tasked with the preservation and protection of the rights and liberties of the Hispanian people, which are granted under the Constitution of Russia. The First Minister also determines the domestic policy of the Federal government, resolves problems on issues in immigration and has the power to grant pardons. The First Minister is appointed by the ruling party of the Federal Council.

Legislative Branch:

The Federal Council:The Federal Council is the 250 seat unicameral Legislature of the Federal Republic with its members being elected by the local people. The party which gains the majority seats within the council is given the honorary title of "Ruling Party." It is the ruling party who is given the right to elect from itself the First Minister and their cabinet to preform the various duties within the council. Though Russia does afford some autonomy to Hispania Ulterior, giving the Federal Council complete authority over internal issues, the council is still subordinate to the Federal Assembly of Russia and its ministries.

Judicial Branch:

The Federal Republic Supreme court:The Federal Republic Court is the highest court within the Federal Republic of Hispania Ulterior and subordinate only to the Federal Supreme Court of the Russian Federation. The Presiding Council of Judges of the Collegium of Judges of the Russian Federation shall assign three judges to the Federal Republic Supreme Court and from among those three a Presiding Judge is elected. Though it is not mandatory, the Presiding Council of Judges will often try and elect natives to the Federal Republic Supreme Court.
