Home Exchange Program

HEP generally refers to an Iluvauromeni Unified Government initiative which brought into legal effect the 'right to housing' enshrined in the Iluvauromeni Constitution.

However, the Home Exchange Program is by no means a new idea. Although used to repopulate Nenya, the rebuilt Iluvauromeni capital, the Program has been in effect for several hundred years in several different forms, allowing the exchange of homes without the exchange of cash. Not all districts or provinces of the old Empires or the seperated Commonwealth and Dominion of Ma-tek and Ax-turath ascribed to the Programs at all times, however.

The essence of the program is the removal of ownership of property into public hands, rather than private hands. Ownership of real estate is still not technically illegal in the Commonality, but it is effectively so; rather, one is expected to trade houses at need, with all property owned and maintained by the state.

This is seen, in recent times, as a direct response to Article 5, Section 1, Clause 17 of the Constitution - the 'right to (at least) adequate and safe housing.'
