UNDER CONSTRUCTION

Hong Kong is a city whose residents fear their glory days are long past. Shortly after the handover, the confidence in the political system went from optimistic to low after the rocky leadership of Beijing-puppet, Tung Che-hwa. This political uncertainty was coupled with solid economic pressures. The opening of China to the world economy was a double-edged sword to Hong Kong. While its services sector were the best developed in the Chinese world, Hong Kong was no longer needed to act as middleman in business deals involving the Mainland. As the economic nexus of the greater Chinese economy shifted north to Shanghai, Hong Kong came to a crossroads; things would have to drastically change to remain on top of the business world.

The Pacific War put a stop to all thoughts of reform as violence came to Hong Kong's doorstep. Beijing was paranoid about the city's openess to the rest of the world. Beijing was partly right as Hong Kong's freedoms made it a center of espionage during the war. However, the State Security Bureau seemed to think that any businessperson who wasn't actively supporting the PRC war effort was being funded by the CIA. A wrong public gesture by a business or an uncensored opinion from a media personality would land either in a Xinjiang prison. Hong Kong's political pressures were compounded by the ruinous effects of the war. As Singapore and the newly ascendent Terra Corporation began to take over markets left by the wartorn Cantonese.

The Treaty of Taipei ending the Pacific War has brought Hong Kong into a new age. The entire territory (Hong Kong Island, Kowloon, and other minor territories) was given full independence under the Federation of Chinese Republics framework. This meant mandatory entry into the FCR and a strict well-defined Hong Kong Mandate to regulate relations between Hong Kong and China. The economy is still below pre-war levels but the large overseas Cantonese community has been a great boost to Hong Kong's move towards recovery. The peace-loving and hard-working Cantonese people will make sure their city-state regains the glory of the past.

Population pressures are greater than ever despite the repatriation of most Chinese refugees who fled to Hong Kong during the war. Hong Kong's relatively liberal sensibilities has caused an increased outbreak of VODAIS which the government is struggling to control with limited success. Income tax remains at a low level, the police force shows signs of getting soft due to the lack of crime, and the harbour's water quality has prompted the return of the White River Dolphin from the brink of extinction.
