Hoogaboom-Tepoztlan (literally translated as Hoogaboom-Place of the broken rocks) is a city whose existence is based solely upon the first 'Chicuey (eight) Year Plan' and the wave of massive industrialisation that took place during the late 1950s/early 1960s. Until the first steam shovels began clearing the site for the city's massive steel works, nothing existed at Hoogaboom-Tepoztlan save several hundred acres of rolling grassland. The area was chosen due to the land iron ore deposit that exists in the region and it was constructed with aid from Soviet Engineers.

According to early sketches, Hoogaboom-Tepoztlan was to have followed the linear city design, with rows of similar superblock neighborhoods running parallel to the factory, with a strip of greenery - or greenbelt - separating them. Planners would align living and production spheres so as to minimize necessary travel time: workers would generally live in a sector of the residential band closest to the sector of the industrial band in which they worked.

However, by the time the Planners for the residential districts had completed their work, construction of both factory and some housing had already started. The sprawling factory and enormous cleansing lakes had left little room available for development, and the Planners were forced to redesign the settlement to fit the modified site. This modification resulted in a city being more "rope-like" than linear, and which subjected the inhabitants to noxious fumes and factory smoke.

Despite the smokey conditions, Hoogaboom-Tepoztlan has remained as a symbol of Communist prestige right-up to present times and has, in the last four years, become the Headquarters of the Automotive Division of the Zagreb Corporation. This is no doubt due to the city's continued association with Comrade Noel Hoogaboom, the Dear Leader, for whom the city is named.

The city possesses two universities, Hoogaboom-Tepoztlan State Technical University and the University of Hoogaboom-Tepoztlan. It also has one of the largest Auditoriums/theatres in the country with the Moshe Makhou Memorial Theatre. The city's cricket team where League champions during the period of 1992-1995 but have since declined into the Second Devision.

The Anglican Diocese Hoogaboom-Tepoztlan is also based in the city and the cathedral is a noted example of 1960s brutalism, as is the Pagan Temple. Thanks to the city's heavy industry, tourism is not a particularly large section Hoogaboom-Tepoztlan's economy. Those wishing to see the sights may do so, and hotels in the city have improved significanty during the past few years. The wider region is home to a large Otter sanctuary and a number of noted skiing resorts. A new international airport is being constructed in order to cater for the increasing numbers of foreign visitors to these resorts, and this should be completed by 2010.
