The International Aid Consortium was founded by the Socialist Republic of Xanthal in an effort to give technologically-advanced nations a recourse in times of great need. Essentially, the IAC serves the functions carried out by the Red Cross/Red Crescent on Earth, but attempts to make its services available on an interplanetary basis. Its effectiveness is frequently limited by its limited resources, but it has helped many millions in its contributing nations and beyond.

Agreement

Article 1. Preamble

This document and all its contents shall be known as the International Aid Consortium Agreement, IACA, hereafter Agreement. Its commission creates the International Aid Consortium, hereafter IAC, for which the terms of this Agreement shall be the supreme law.

Article 2. Mission

The Mission of the IAC is to render effective and timely assistance to sentient beings in need across known space, regardless of affiliation and appearance. This includes the construction and maintenance of infrastructure, personnel and supplies needed for the execution of its mission.

Article 3. Patron definitions and dues

Section 1.
Any internationally-recognized state or otherwise sovereign party agreeing to be legally bound by the provisions of this Agreement through legal and official approval by that party’s legal representative(s) that informs the IAC Board of its agreement is a Patron of the IAC unless rejected by the IAC Board.
Section 2.
All Patrons of the IAC, hereafter Patrons, shall, beginning at the commencement of their Patron status, annually contribute to the IAC a Patronage Fee equal to a set proportion not to exceed one one hundredth of their total income in the year which began two years previous, one year being defined as 365 standard (Earth) days. The Patronage Fee of each Patron shall be assessed by the IAC Board based upon local exchange rates and complete income reports which must be released to it by each Patron along with its Patronage Fee. The IAC Board shall define the amount to be contributed by each Patron each year no less than six months before payment is due, and shall receive payment of all Patronage Fees.
Section 3.
A Patron’s Patronage Fee can, with the agreement of the IAC President and legal representative(s) of the Patron, be paid in a form other than officially-recognized currency provided that all items provided in place of currency are credited at average international market value and are supplies required by the IAC, as determined by the IAC Board.
Section 4.
A Patron can, with the agreement of the IAC President and legal representative(s) of the Patron, contribute currency or items as established in Sections 2 and 3 of this Article the total value of which is in excess of its Patronage Fee which shall be credited in future Patronage Fee payments as up to fifty percent of the total Patronage Fee due each year until the advance contribution is fully credited.
Section 5.
IAC resources shall be used only in the pursuit of the IAC’s Mission as defined in Article 2 of this Agreement.

Article 4. Organization

Section 1.
The IAC shall be governed by the IAC Board and the IAC President, which shall make decisions for and direct the assets of the IAC as outlined in this Article. The authority of these and all other officers of the IAC shall be limited strictly to the assets and personnel of the IAC.
Section 2.
The IAC Board’s membership shall consist of one representative from each Patron, as appointed by each Patron’s legal representative(s). These IAC Board Members shall each have one vote on all Decisions the IAC Board is called upon to make by an IAC Board Member or the IAC President. A majority of IAC Board Members, unless otherwise noted, shall be sufficient to Decide an issue.
Section 3.
The IAC President shall be elected by the IAC Board, which may also remove it. The IAC President shall be tasked with carrying out the will of the IAC Board and directing the assets of the IAC. The IAC President shall be empowered to delegate the responsibilities of its office to other parties as determined by the IAC Board.
Section 4.
The IAC Board may eject an IAC Board Member with the approval of a majority of members who cast an up or down vote within seven days (real time) of the vote being called for. If a Patron does not have a representative on the IAC Board for more than seven consecutive days (real time), that Patron’s Patron status shall be terminated.
Section 5.
All sentient beings that are employed by the IAC are, while in that employ, IAC Personnel and bound to the directives of the IAC Board and the IAC President as well as the terms of this agreement. IAC Personnel can leave the employ of the IAC at any time.
Section 6.
Any Patron which does not pay its Patronage Fee in accordance with Article 3 of this Agreement shall immediately have its Patron status terminated and its IAC Board Member ejected.
Section 7.
An IAC Executor determined by IAC Board Decision and consenting to serve in the role shall monitor all IAC Personnel and IAC Patrons and be responsible for charging, trying, and taking action against those found to be in violation of this Agreement or an IAC Board Decision. The actions it may take in regards to the IAC, its Personnel and its Patrons shall be limited to prescription of monetary damages not to exceed twice the amount of actual damages in any instance, ejection from the IAC and termination of IAC Patron status; but such violators may be tried in their countries of origin after being tried by the IAC Executor.
Section 8.
No authority within or without the IAC shall have the power to amend any part of this Agreement.

Article 5. Standing rules

Section 1.
In directing the IAC at large, this Article also demands individual compliance of all IAC Personnel, including the IAC Board and the IAC President, with its terms. Accordingly, no IAC Personnel shall act in violation of any Section of this Article, nor shall the IAC Board or the IAC President direct them to act in violation.
Section 2.
The IAC shall neither operate nor possess weaponry or other devices intended solely to cause harm.
Section 3.
The IAC shall under no circumstances engage in violent conflict with any party.
Section 4.
The IAC shall not profess or act in a manner suggesting a preference regarding any outside diplomatic or military dispute.
Section 5.
The IAC shall not interfere in locations from which it is barred by the legal authority of the recognized sovereign entities presiding over those locations.
Section 6.
The IAC shall not be deployed in any circumstance where IAC Personnel will be placed at undue risk to life, liberty or safety as determined by the IAC Board or, in absence of such determination, the IAC President.
Section 7.
IAC resources shall be distributed according to the needs of their recipients, with no unfair discriminatory preference given.
Section 8.
Unless requested by a sovereign state and approved by the IAC Board, the IAC shall not devote resources to assist beings who are impoverished as a direct result of pre-existing economic, political or other societal conditions.
Section 9.
No IAC Board Member or IAC President shall accept any compensation beyond the IAC Officer Salary allotted equally to each by IAC Board Decision and paid with IAC funds, nor receive compensation for any action taken while employed by the IAC after leaving that employ.
