ICEL High Command Citadel

The High Command Citadel is rumoured to exist, but as yet there are no actual concrete facts to support such rumours. Conspiracy theoriests maintain that the 'secret government' runs the Commonality from the 'High Command Citadel' - supposedly buried beneath the nation - and that the military is likewise controlled from there.

The supposed location varies from 'legend' to 'legend', but the most common three locations are a) under Mount Tumnore; b) buried deep beneath the city of Nenya; and c) Antarctica. The third is widely viewed as the most likely by a hard core of conspiracy fans, as there have been a large number of MI craft sighted in that region by Iluvuaromeni private satelites in recent years. Some die-hard conspiracy theorists even go so far as to suggest that an ancient alien intelligence dwells there, and through the High Citadel, controls the entire planet.

Clearly, Iluvauromeni minds can be somewhat overactive. The cultural bias towards creativity no doubt ensures that such conspiracy theories flourish with such unusual intensity in this South Atlantic land - but whether the majority of the claims are simple myth or rumour or simply false, it does seem likely that one of the solar system's most carefully structured and efficient military's would have a centralized command post. As the Crown Guard does not, in fact, appear to have one, it would further be logical to suggest that the location was kept a secret.

One might infer from this that the conspiracy theorists, in fact, are not so crazy after all.
