Overview
The Imperial Coalition of Spacefaring Nations (also known as the ICSN Pact) is a pact/alliance created by California and Alaska and Nanakaland. This pact organization is a counterpart of the AEGIS Pact that forms a full military, mutual defense, technological and political cooperation alliance among its members. This pact was drafted to unite those nation-states of the world that possess an advanced stellar program and have military forces in space. The only restriction on membership in this pact organization — is that all members must possess an advanced stellar program and have military forces in space. Any such nation may ratify the ICSN Pact and join this coalition, except (by general agreement) puppets
Preamble of the ICSN Pact
This pact was drafted by its founding members and ratified by each of its signatory nations, of whose leaders have dedicated themselves and the power of their military forces in space to establishing a coalition between the signatory nations of this pact, who are dedicated to the ideals of mutual defense, military, political and technological cooperation between all members if this pact.
We, the signatories of this pact also dedicate ourselves to the establishment and preservation of this coalition uniting the nation-states that have ratified this pact, and creating a combined military force to ensure the defense of all members of the ICSN Pact, as well as the application of military forces should the need arise.
Acceptance of New Signatory Nations
Acceptance of new pact members will be done on a sponsorship only basis, nations who wish to become signatory nations must seek a sponsor among the existing membership. Once a signatory nation has accepted the sponsorship of an ICSN member they shall bring said nation before the Supreme Council for consideration with all due haste, the application is then brought to a vote before the Supreme Council with a two-thirds majority vote required for acceptance. Any signatory nation may at any time veto the application.
Statement of Purpose
Acts of unprovoked aggression against an ICSN Signatory Nation will be considered an act of aggression against all signatory nations, All signatory nations are required to defend all members of the ICSN Pact; Any nation that refuses to reasonably defend another ICSN Pact member will be expelled from the coalition indefinitely.
Mutual Defense Agreement
All ICSN Pact members are to come to the defense of other members within this pact should they become the target of aggression from any nation.
Defense of Sovereignty and Political Stability
All ICSN members will not permit the occupation, overthrow or destruction of another ICSN member, all pact members are to defend the sovereignty and the political stability of all ICSN members should they come under attack from a nation that would endanger the sovereignty and political stability of an ICSN Pact member.
Non-Aggression Agreement & Resolution of Disputes
Non-Aggression Agreement
No member of the ICSN Pact is permitted to commit an act of aggression against another member of this coalition. Should any member of the ICSN Pact commit an act of aggression against another member of this coalition, they will be expelled from this coalition indefinitely.
Resolution of Disputes
All members of the ICSN Pact and any potential members of the ICSN Pact are required to settle all existing disputes they may have with all nations who they are at dispute with, all disputes are to be settled diplomatically. Should any dispute arise between any ICSN member, they will be expelled from this coalition until such dispute has been resolved.
Sharing of Military Equipment
All ICSN Pact members are permitted to share military equipment produced by each member nation, every ICSN pact member may manufacture their military equipment but are not permitted to sell said equipment or technologies used by other ICSN member militaries to any non-member.
Combined Coalition Space Forces & Funding
Combined Coalition Space Forces
All members of the ICSN Pact will commission 80,000 Space Marines or the equivalent of their armed forces to the Combined Coalition Space Forces, which will be governed by the Supreme Allied Commander of ICSN Forces (SAC-ICSN).
CCSF Funding
All members of the ICSN Pact will maintain CCSF Fund for funding the Combined Coalition Space Forces, to which each nation will contribute the equivalent of $1,000,000,000,000 USD per year. This money will be used to create a Combined Coalition Space Force for the protection of the members of the ICSN Pact.
ICSN Peacekeeping Force
All ICSN Pact members will put together a peacekeeping force to be used to establish and restore peace to the conflicted regions of the world and to apply military force when needed to ensure that peace is maintained.
Elections & Leadership
Elections of ICSN Leaders
All members of the ICSN Pact Organization will elect all officials needed to maintain an active leadership of the coalition's Supreme Senate, should an office become vacant another election will be held to determine the best person suitable for the position.
ICSN Leadership
The leadership of the ICSN will be done by the ICSN Supreme Senate, all elected officials who are charged with governing the affairs of the ICSN Pact Organization are to maintain an active and dedicated leadership until they resign their position or their term of office comes to and end.
