Refers to The Ilum Intelligence Agency. Notorious for is lack of efficiency, ability to keep Secret information secret and the fact the only report ever written by it was one noting Onderkelkia as a threat to the region of Ilum, mostly because on arrival he threatened to brutally murder the Governors-General.
It can be found on the Ilum forums, inside the "Castello de Liberali", open to all members of the public, every day of the year.
