The Imperial Humanitarian Assistance and Development Fund was founded in 2003 by Emperor David IV. The Fund's initial capital came from the Imperial family's share of the revenue from a series of defence contracts that provided Mark V ships to foreign buyers, including Pantocratoria. Additional funds were donated by the Imperial Government pursuant to an Imperial Decree proclaiming a year of thanksgiving, repentence and reconcilliation.

The Fund is administered by a professional staff that acts autonomously of the Imperial Government. Statuatory board members, however, include the Minister of State and the Minister of Commerce and Trade. The co-chairs of the board are the Emperor's sister, Princess Christiana, and Baron Janis Tagaarth, the son of Lady Jessica Tagaarth, the current Imperial Chancellor.

The Fund provides grants to other nations for development and other worthwhile projects. In order to advance its mission, the Fund itself has become a contributor to the Cardinal Duras Memorial Fund, which was established by Pantocratoria following the untimely death of the Archbishop of New Rome.
