The ISA was the predecessor of the Maldov Pact. It never really got off the ground but came close when "James", the Co-founder of the Maldov Pact, returned from a six month hiatus. James believed that communist members were quite flawed in that they allegedly had only one thing in mind, the gaining of power, and that any government set up by him for the ISA would ultimately be destroyed internally. James left and the ISA became defunct within less than a month.
