Josefa Xuân Phạm Aguilar is the tenth President of the People's Republic of H-Town Tejas. Of Vietnamese and Spanish descent, Phạm is Tejas's first-ever female head of state. She was sworn in as President following the assassination of Nagaraku Ryouta, and is only serving in interim capacity until Tejas's Interim Council elects another leader.

Early Life/Civil War

Phạm was born in Saint Angelus (San Angelo) to Phạm Sinh Lợi and Jesusa Aguilar. Her family, which owned a store, was fairly prosperous, or as prosperous as a non-white family under fascist rule could be. Lợi was an admirer of José Võ, naming Josefa after him, and allowing his Democratic Solidarity Front to operate out of the basement of his store, printing up resistance leaflets by night.

As a result, it was only natural that Josefa be exposed to anti-government resistance as well. In 1977, her father left the house to join up with the DSF. Phạm, despite only being three at the time, can clearly remember her father giving her a hug, slinging his PPSh-41 over his shoulder, and hopping in the back of a DSF pickup truck. To this day, she is still unaware if her father is alive or dead.

In any case, when her mother took over the store, she continued to allow the DSF to operate out of her basement. The government never found out until 1988, soon after the Tejano Civil War began. As a "minority-owned store" (her mother, despite being white, was counted as a minority due to the fact that she was Catholic and had married an Asian), it was raided, and the resistance leaflets were found. Jesusa Aguilar was raped with a fascist soldier's knife, then beheaded in front of her daughter. Josefa herself was forced into service as a soldier in the fascist army, but defected to the DSF as soon as she got a chance.

She fought with the DSF for six years, and slowly became disillusioned with the organization her father had so idealized. She found that it had become corrupt over the years. She was captured in 1995 by Mykolas Astrauckas's Tejano Integralist Front and held in a prison in a rural area of Estado Sawa. Tejano government troops liberated the prison a mere two weeks later, but as a DSF fighter, Josefa was simply taken in a truck to another prison in Sawa's capital, Santa Miguela. Phạm defected to the Tejano Worker's Party, partly because she believed that they were less corrupt than the DSF, and partly to bail herself out of prison.

Political Career

Phạm was employed with the TWP as a low-level official in Santa Miguela. From here, she became a representative of Estado Sawa in the People's Assembly in New Fukuoka. Sawa's LGBT community, and Tejas's LGBT community in general, gave strong support to the bisexual Phạm, who pushed for LGBT rights more than many other Tejano politicians. She pushed for the legalization of gay marriages in 2000, and through that was thrust into the public spotlight. In 2005, when former Vice President Curro Vélazquez was indicted for corruption, Chairman Nagaraku Ryouta appointed Phạm to take his place, saying, "She's the leader type."

Phạm served in her position with distinction for the next two years. On June 28, 2007, when she was attending an El Guerilla concert in her home town of San Angelo, Nagaraku was assassinated. Phạm was sworn in as President right at the concert.

Phạm was considered a candidate to succeed Nagaraku permanently as President, but she has said that "if I am elected, I will immediately resign." She supported the candidacy of Tsuchii Miho over Renato Vélez while the Interim Council was deliberating, and also supported her during the landmark elections in July of 2007.

On the 24th of October 2007, Phạm ordered Tejano troops into the Holy Empire of the New True Cross, to intervene against the genocidal Grand Council, which was giving all non-Puritans in the nation a month to leave or be killed. This marks the first Tejano overseas deployment of troops since the death of Nagaraku. So far, most of the population of Tejas, as well as most of both government factions, and even some of the remaining armed opposition to the government support the intervention in the conflict.

As of August 6, 2007, she is to serve as President until December 31, 2007, when she is to hand over the Presidency to Tsuchii Miho.
