Introduction
The Jovian League was founded by Kaenei, United Indiastan, The Vortex Corporation, Konania and Der Angst, intending to secure the Hot Spot Jupiter and as a response to the growing ambitions of Melkor Unchained in the area.
However, so far, its influence is a relatively minor one, being a relatively dormant factor.
Charter
Charter of the Jovian League
Introduction:
The Jovian system is one of the most important strategic positions in the solar system, and thusly one of the most endangered, since the control and/ or free passage over/ by Jupiter is of extreme importance for every advanced space- faring nation, making it a primary aim for military operations, and thusly endangering the peaceful nations having Jovian assets. The signatories of this document decided that the risk of losing what we worked for so hard is not anymore acceptable. To guarantee a safe and peaceful Jupiter, we decided that it is best to work together, to create a community, to create an island in the midst of the storm, to withstand the storm.
Membership: Applicating nations must fulfill the following requirements:
1. They must have sizeable assets in the Jovian system (Moons and/or space stations) Or they intend to aquire them (very) soon/ are under construction
2. They must agree and abide to/ by the charter
3. They must provide a satisfying reason why they want to join the Jovian League and what they intend to commit to the League
4. They must have had some dealings with other nations in the past, for the Jovian League to check.
5. None of the founding (preferable no members at all) should be against the application
6. Sponsorship by a member of the Jovian League may simplify the application process.
7. The founding members of the Jovian League have the exclusive right of deciding upon the acceptance of any applications, however, suggestions by later members are wished. In the case of an rejection, a reason for it may be given, however, this is not necessary, and the reasons for a rejection may be kept secret.
8. Usually, the members have two RL days to discuss upon an application, however, the application process may take longer, as there are no given timelimits.
Expulsion:
Should a member of the Jovian League endanger it`s purpose by warmongering in the Jovian system or elsewhere, should a member consciously leak classified information about the Jovian League to non- members, should a member fail to abide by decisions of the Jovian League or it`s charter, it may be expulsed from the Jovian League. In this process, as well as in the application process, the founding nations wield absolute power, although it is strongly suggested that they listen to suggestions of normal members.
Defence:
1. All members are required to help each other if one or more of them are attacked by other nations and/ or organisations. While the Jovian League concentrates on the Jovian system, attacks on members anywhere, not only in the Jovian system, enact this paragraph.
2. Members are not required to help other members if said members purposefully start a war, neither are they forbidden to do so.
Jovian System:
1. The Jovian League aims for a secure and peaceful Jovian system. The Jovian League is willing and able to enact all necessary measures to guarantee security and peace in the Jovian system, should non- members with Jovian assets prove to be a threat for security and peace in the Jovian system.
2. All members guarantee each other the possibility to start settlements everywhere in the Jovian system.
3. The Jovian League may act as negotiator should conflicts between different non- membernations wth assets in the Jovian system arise, provided that the conflict does indeed center around their Jovian settlements.
Trade:
All members of the Jovian League have most favoured trade status with each other. Creating an economical infrastructure for Jovian trade is considered one of the central aims of the Jovian League.
Member Status:
All members of the Jovian League have equal rights in any and all decisions processes except the application and expulsion process, in which the founding members have absolute control.
Also, the founding members are the only ones able to make additions and/ or corrections to the charter, however, to make this additions/ corrections a part of the charter, acceptance by all other members is necessary.
The Jovian League aims for the good of all of it`s members, without leaving anyone behind.
The Decision Process:
All decisions except additions to the charter, membership applications and expulsions (Which still require members to give an opinion) are open for all members to vote/ discuss. Every member (including founding members) has one vote. A vote ends after two days, in specific cases, a vote can take a longer time. Decisions by the Jovian League have charter- status, not abiding the decisions of the Jovian League may result in expulsion.
