The Imperial Judiciary Magistrate (Navëa Harasan Valanieva)(also referred to as the Judge Magisters), a bureau within the Imperial Ministry of Law & Order, is an imperial police organization with special spheres of authority, and is the oldest Imperial law enforcement agency in the Empire. The Judge Magisters (Navoharan) are the enforcement arm of the Imperial courts, protecting courts and ensuring the effective operation of the judicial system. The Judge Magisters are the supreme enforcers of Tomanian law in the Empire. Each wields extraordinary legal power in his or her own right over lower-ranked Tomanian officers.

The Judges, have supreme authority over "interpretations" of Law, only adhering to the will the Sovereign, Judges have the authority to arrest, convict, and execute all and any citizens or fugitives without trial. However, if a Judge Magister convicts a member of the highest echelons of Imperial government a Judge cannot terminate him or her without first being brought before the Sovereign.

A Judge Magister also has the authority to appoint or remove any Judicator (a Judicator is a local judiciary administrator) within a province, town, or city, they also have the power to confiscate any vehicle, object, house, building or craft that they see fit. A Judge Magister holds diplomatic immunity when traveling abroad.

The Oath Given to the Sovereign

When a Judge Magister is indited to the Magistry, s/he is given a ritualistic bath to cleanse them of their impurities and they are given the "grace" to hear the Divine Voice of the Tararan. When the emerge from the bath the Tararan gives the Oath, which is as followed:

The Tararan: “Awaken my child, and embrace the glory that is your birthright. Know that I am im-Bashi; the eternal will of the Imperium, and that you have been created to serve me.

Behold that I shall set you amongst the greatest of my Generals, that you might benefit from their wisdom and experience. Yet your purpose is unique. While they carry forth my will to the innumerable Servants, you have but one charge entrusted to your care; the continuous stability of the Empire, to watch and keep secure all that resides under Heaven.

And if your flesh should fail and your spirit diminish I shall make you anew in the Hereafter, to forever be glorified and be honored for this is my Covenant with all my Judges.

Arise and go, keep safe that which is most Sacred."

The Newly Inducted Judge: "Unto the ends of time, O Sublime and Most Holy Matriarch/Patriarch, Sovereign of all Under Heaven, I shall serve faithfully and unquestioningly. I shall bring forth Your Glorious Majesty’s infallible Justice to all those that reside within Your Worship’s Divine Realm.

And when my flesh fails and my spirit diminishes I shall serve Your Majesty for eternity in Paradise. This is my Oath that I give willingly to the Most Holy Empress/Emperor."

Rithil-Anamo / Ring of Doom

The Rithil-Anamo or Ring of Doom, is the room in which the Judge Magisters conduct their affairs with one another. When a Judge is appointed to the position of Judge Magister, they take upon a new name, and only one name.

Soldiers of the Imperial Judiciary Magistrate

The Judge Magisters also command legions of soldiers, which accompany them on tasks. Within the Empire, the soldiers and the Judges still wear their ancient ceremonial armor and clothing. However, if they need to leave the Empire on “official” business then they wear more modern uniforms.
