Kêrona is a Kiravian colony and city located on Justantina Island in St Samuel

History

In the year 2007 of the conventional calendar, the St. Samuelan government opened up Justantina island for foreign settlement. Settlers from Kirav were admitted, and arrived at Justantina aboard the settler transport ship ISS Ecumenical. The settlement was quickly constructed, mainly out of metal, stone and concrete. In all respects, Kêrona was built exactly like any town would be in the Kiravian Empire, with a defencive wall, an organized street system, and a central citadel to house government offices and such buildings. A week after Kêrona's founding, Exford Greenpine was elected to local office and appointed City Administrator by Emperor Kexarin Raincedar.

Economy

Kêrona has an economy typical of a Kiravian colony.

IT, Scientific Industries, Manufacturing, and Construction employ much of the populace. It has found a niche in the local economy by producing custom works in mechanical goods for factories and farms on Justantina.

Several farms are located inside the walls, and 15 more are outside of them, but still within the city limits. Crops include Cale, Tubers, Cabbage, Celery, Flax, tea herbs, and Indigo.

Kêrona intends to open up trade with the Brittonian Wigwam Community for organic foods and other products.

Government

Kêrona's local government operates under the Province of Justantina island, and must operate under its laws. The municipal government, however, is the same as that for all other Kiravian towns and cities. The City Council is elected by the people, and the City Administrator is appointed by a superior officer in the Empire, selected from the City Council members. Thus, the Empire does play a role in government, but Kêrona is not under Imperial rule.

Citizens of the City are citizens of the Empire, considered "special expatriates" by the Demographics Bureau. It has bee proposed to allow a small quota of native St Samuel citizens to move into the city, but it is unknown weather immigration regulations are legal in St. Samuel.

Education

Kêrona has 2 elementary schools, 3 combined middle-high schools, and 1 college.

The college, Collegiate Institute of Kêrona, is a Kiravian-style university, offering thousands of courses for study, and conducting research projects.

There is a well stocked museum, the Kêrona Museum of Natural History and Art, located in the Citadel. It has exhibits about the history, natural phenomena, and anthropology of the Kiravian Empire, as well as that of Justantina Island. An art section containse a few permanent exhibitions, and several temporary one on loan from larger museums in Kirav.

Security

One of the Empire's original intentions was to build a small fort to defend Kêrona, and man it with 300 Imperial soldiers. However, this was not permitted under the national laws of St. Samuel. THe fort was built nonetheless, but the troops were not sent.

A local defence/security force, the Kêrona Municipal Security Unit, is a mix between a police force and emergency militia. They carry out duties of normal policemen, enforcing laws and patrolling the streets, but are also trained to respond to pirate and militaary threats to the city.

Language

Coscivian is the city's official language. As part of City Admin. Greenpine's Cultural Preservation Act, city buisness can only be conducted in Standard Coscivian, and city documents can only be written in one of the Coscivian languages. Since most speakers of Coscivian are inherantly fluent in English, the language is not taught in schools. English is used by most Kêronans to comunicate with their neigbouring St Samuelans. Road signs on the routes leading to Kêrona are printed in Standard Coscivian, English, Italian, and Latin. Informational signage in the city itself is only printed in Coscivian, but the Coscivian language used varies by neighbourhood.
