Kalesic Democracy

Kalesic democracy is the form of government used in Rejistania. The term kalesic refers to the rejistanian term kalesa, which can be translated as "suburb or village" as well as "big community". Rejistania consists of a number of kalesa'ny (which is changing due to the rising population in NS), the elections are at different times in each kalesa (there are 102 different election dates in one year), however due to the higher number of kalesa'ny in Rejistania, non-adjacent kalesa'ny can have elections on the same date. The time between two elections in the same kalesa is 3 years. The votes are for individual politicians, who may or may not be part of a party (in Rejistania, a party is called "liside" which means 'list'). Sometimes, more than one candidate of a liside participates, this is however seldom. Since the community in many kalesa'ny does not allow a free competition, not only the politician with the highest number of votes advances into the parliament, but also every politician, who received at least 3.5% of the votes. This means that the parliament is not constant-sized, but its size fluctuates every week. Every kalesa has 1 vote in the parliament, which is split up between the parties by the amount of votes, each politician receives (if Kansu Kansu receives 50% of the votes, s/he gets 50% of the vote in his/her kalesa, which is the Hani-number 0.5). The percentages are added in votes and if the "Hani-number" is 51% of the number of kalesa'ny, it succeeded.

During the vote on kalesa-level, every politician supports one head of government. If the Hani-number of the support of the current head of government is below 50% in 3 successive elections, he loses power and the most-supported head-of-government-candidate becomes HoG.
