The Confederation of Keodian is a small sovereign nation entirely surrounded by the Arch-Imperium of the Xheng Dynasty. The Confederation of Keodian for many years has existed in peace with its more imperial neighbor and their monarchy. The Keodians themselves have thrived as a tourist location and as a tax haven for many generations. The recent tax exemption of the Xheng Dynasty Territories brought into some conflict a moving of massive business investments into the Arch-Imperium. However Keodian has remained persistant with its businesses keeping a great deal of investment still inside their nation.

National History
Keodian is a far more European nation as opposed to their Oriental Immigrants and larger neighbors. The Keodians themselves have lived peacefully with their Sovereignty. They were a collection of small principalities that united under a combined Sovereign. The Keodians emerged from this unification movement and occupied new territories. These territories still were small in proportion to the land claim by the Xheng clans.
The Xheng Arrival
With their massive Xheng-Class Worldships and a huge naval presence arriving and ships unloading millions of people, the Xheng arrival was disruptive to the Keodians at first. As the Keodians greeted their new neighbors the first thing that was done was a border establishment agreement. The Keodians didn't oppose the existance of the Xheng Arch-Imperium and its smaller Imperiums to take up the land. The Keodians made most of their living from the oceans and artificial islands, but it was the Xheng artificial cities that struck an interest in overseas colonies.
Keodians abroad took a great deal of interest in the Xheng construction methods, and the Confederation of Keodian became a heavy investor into Xheng businesses, primarily into PetroEnerGen. There are rich offshore oil reserves within Keodian waters that they had yet to exploit. With an agreement with PetroEnerGen, Sovereign Energies, Keodian's state run energy company proved extremely lucrative for their income. Sovereign Energies provided a great deal of advantage towards Keodian's economy.
Government Structure
The Confederation of Keodian has a unique government structure that is almost made specifically for itself. Keodian's head of state is the Sovereign, a monarch whos position is elected from a council of nobility. These nobles, a council composed of Chieftans and Chieftanesses is not quite the same as it is with the nobility of other cultures. Nobility is granted to those who are wise and just leaders. Nobility is an honor to those who have proven themselves as leaders and good role models for the community. Nobles are given a considerable salary for their living expenses as leaders and as legislaters.
The Sovereign is elected from a council of 300 Nobles. Nobles are elected from the public. The 300 Nobles are elected by proportional representation. There is no restriction to the requirements for being elected aside from being a citizen and being of at least 23 years of age, and can be re-elected consecutively without restrictions on terms. The Sovereign sits for 3 terms and acts as the equivalent of the Prime Minister in a parliament. The Sovereign also functions as ceremonial head of state, which is like the President of a republic or a Monarch. Chiefs act as the Ministers of State or the Secretaries of Departments, they have a bureaucratic structure matching any nation of their size.
The Tribes of Keodian are all living in peace, though this was not always the case. One tribe always did have some dominance over the others, but today with modern living, the descendants of these tribes do not interfere much with family bloodlines. To most of the youth, being a Keodian is all that matters and all the people are Keodians.
Culture of Artists
For the most part Keodians are flourishing artists. Their art is famous throughout the world, totem poles especially are in very high demand as are their smaller art carvings. Thanks to modern technology their art has become more refined but works made from traditional tools are by far more valuable. Stone, precious gems and wood carvings are especially prized.
Since Keodian is a very popular tourist attraction its scenic beauty, lush forests and islands are known for their exotic boreal forest atmosphere, mist covered mountains and some ski resorts and temperate weather seem ideal. For generations artists of all nations have come to Keodian to be inspired.
Artistry within Keodian extends to architecture and buildings as well. 40% of Dynastic Construction's entire field work force is composed of Keodians, and 20% of their architects are also Keodian. A fascinating mix of their tribal architecture and Xheng styled modernistic steel-glass-cement structures form a unique aspect of Keodian City's skyline.
Relationship with their neighbors
Since the Confederacy of Keodian is surrounded on its north, south and western side by the Arch-Imperium of the Xheng Dynasty, the two nations have a very cooperative relationship. Between the two nations there exist mutual defense treaties and free trade. Employment is also available to both sides of their common border. The two nations have a very good relationship. Much of Keodian's exports (nearly 70%) are done with the Arch-Imperium, a vast portion of that is artwork that is always in high demand.
The Sovereign of Keodian and the Xheng Emperor are frequent guests in each other's nations respectively. The current Xheng Emperor and Sovereign Sergeman Kelstrom are very good friends who communicate with each other frequently.
