The position of High Lama is determined by Buddhist reincarnation. A council of oracles immediately enter a state of meditation after the death of a previous High Lama, after eight days of meditation they find a child born at the exact moment of death of the previous High Lama. In affiliation to Tibetan Buddhism, Khan Buddhism is slightly different as it has no direct link to the Dalai Lama. Khan Tao-Tse is a spiritual leader, not a political leader. Unlike Tibetans in the far off lands of China, the Khan Buddhists have been permitted their own spiritual liberation because they do not interfere with the government.

High Lama Khan Tao-Tse has been spiritual leader of his people since his birth, and as the 21st High Lama, he is also an important figure, not just to Khan Buddhists, but also Taoists, Confusians, Shinto worshipers and Muslims because he is a representation of religious freedoms.

Though the Emperor is Confucian-Taoist, he has a great deal of respect for Khan Tao-Tse and the feeling is mutual. The Emperor rules justly and Khan Tao-Tse trusts him with leadership of his spiritual followers. Unlike other pompus religious leaders who live in palaces and wear expensive garments and jewelry, Khan Tao-Tse and his predecessors live in monasteries of stone and brick. He wears very simplistic robes and often has his eyes concentrated on books and scrolls, reading on history and philosophy. Khan Tao-Tse is a scholar by nature as well as a religious icon. He supported laws that granted a great deal of more funding to education and the arts. Khan Buddhism is greatly in support of art as it is an expression of beauty and internal creativity, regardless of the controversial nature of some artwork.

Despite being a "humble monk" Khan Tao-Tse is not ignorant of the world. He travels frequently with very humble methods often disapproving of luxurious travel conditions. He follows a code of povery, humility and chastity that is unbroken. He is always aware of current events but tries not to speak publically about political issues as he believes in a firm separation between religion and politics.
