The Kiravian Empire is a vast political union comprising Kirav and its offshoots, colonies, territories, tributaries, allies, dependancies and conquered lands. It is ruled by Kiravians, but gives mostly equal rights to other Imperials.

It is one of the worlds largest and most sophisticated empires, with economic, social, and political distinctions that distinguish it amongst the imperial powers.

History

In the Late Nationalistic Period, Kirav began to overpopulate. Supplies and rescources became shortaged, and political turmoil seemed iminent. the Kiravian Senate in Kartika ratified a document titled the Kiravian Imperial Statute. It called for colonization of Western Kirav and other forms of expansion. Kirav invaded several small nearby countries and founded the Kiravian Empire. Rather than just send in troops to control native populations, Kirav built cities and even repopulated conquered settlements where possible. Over the next five years, Kirav's armies swept over the continent, adding more territory to their Empire, until the nation known as Greater Kirav was formed. then, Kirav set its sights toward other lands, moving South amd East, adding islands and setting up xenocontinental colonies. Conquest and Settlement were not the only ways in which the Empire spread. Kirav recuited Kirverda and Kandav into the Empire diplomatically, so 3 of the original 7 surviving Coscivian offshoots now marched under one banner. The remaining 4 joined the Empire under special terms.

With most of the Northern COntinent under control, expeditions and colony ships were sent into the Western Seas and the Pacific Regions. New provinces were estabilished. Belfast was heavily colonized, and a few Dominions were acquired. In the wake of the Belfastian War, governates, conquerates, and tributaries were added to the Empire, and newer colonies were founded elsewhere. Emigrants rushed out of Kirav and into the colonies. Coscivian became a lingua franca in many regions. In some provinces, Kiravians began integrating the native peoples into their society, but remained mindful of the native culture, allotting land to them, and allowing them to keep their lifestyle. The Empire became influential in regional and world politics, and it's navies held dominance in many seas.

The ability to build colonies and plantations was important to Imperial survival, because the growing population had a constant demand for food. Building colonies moved people out of agriculture-deficient Kirav and into new areas where they could join the agricultural workforce.

Trifecta Alliance

At the end of the First Imperial Period, clans living in diferent parts of the Empire began to favour home rule rather than Imperialist government. THis led to the Tridivision of the Empire. Under these terms, seperate branches of the Empire would be estabilished and united in a tribunal. The Eastern Empire would occupy Coscivia, the Eastern Continent, and the Southeast Lands. The larger Western Empire was granted the Northern Continents, The Nothwestern Continents, the Western Land, the Southern COntinent, and all areas in the Western Seas. FInally, the Empire of Undina was given sovereignity over the Undinan Subcontinent and the adjacent lands and waters. The Trifecta Alliance conquered many new areas, but never incorporated them as they had previously. The Eastern Empire became dangerous, and vulnerable to invasion. It merged with the Western Empire for protection. The leaders of the East and West pushed for Reunification, but te EMpress of Undina refues to give up power. A war was fought, and Undina returned to Kiravian hands.

The New Empire, founded after Reunification, produced a wave of sophistication and expansion, estabilishing new provinces by absorbing frontier areas.

Post-Reunification

The New Empire restored governmental and infrastructural systems to create a more stable collective state.

38 new provinces were annexxed and settled, and 157 new colonies and settler-areas were estabilished. Exploratory voyages opened up new fronteirs, and more contact with new nations and regions.

Present

Even today, the Empire is continually colonizing, incorporating, conquering, and developing itself. Newer colonies like Ixicea and Mintgreen and dominions like Kedara are being brought into the collective culture and government of the Empire, and contributing to it themselves.

Colonization has hit an all time high, Scientific advancement has accelerated, and alliances have been built up with nation-state entities.

However, new social movements calling for nationalism, decolonization, and more traditional forms of government, rather than the Kiravian system, threaten to test the Empire's resolve.

Government

The Kiravian Empire is governed both centrally and locally.

Empire

The Empire is ruled by the Imperial Senate. The Senate is a non-partisan legislative body that makes Imperial executive deciscions. It is made up of Senatorial Electorates from each province. An Electorate may contain one to five senators. In addition to Provinces, the Military, certain organizations, and other members can send Electorates. There are also 538 observeing and consulting senators.

Outside of the Senate, the Empire is ruled by an organization of officers, officials, authorities, bureaucrats, civil servants, technocrats, and militarians. This assures that only comptent people can attain government positions, and allows for the creation of overlapping departments to handle tasks. Agencies are responsible for handling intelligence, transportation, services, city-building, tax collection, public institutions, resource management, and anything else required to operate the Empire. This entity, somwhat seperate from the formal Government, is called the Service. The head of the service is the Emperor, democratically elected by the Clan Leaders. This part of the government has the right to create policies, guidelines, and regulations without Senate consent, however, any of these can be vetoed by the Senate with a sufficient reason.

Provinces

Due to the diversity of different provinces, the Empire governs them in various ways. Colonies and many other provinces are governed similarly to Kirav itself.

In the end, all provincial governments report to the Imperial government in some way. Most types of provinces have either a branch of the Service or their own Service to attend to the buisness of running their particular country.

Provinces

The Kiravian Empire's territory is made up of Provinces. Provinces can be colonies, or other manifestations of Imperialism. Depending on the type of province, they can be governed directly by the Empire, or to the far contrary, be more or less independant states.

Acquisition

The Empire is ever-expanding, always searching for new teritory.

Colonization forms the bulk of acquisitions, and new lands are settled at a rapid rate. Other provinces are conquered, purchased, claimed, annexxed, and then settled.

Rarely does an Imperial province have no permantent Kiravian citizens, but there are some states within the Empire that are under political control only, or are under military occupation.

Role of Nations

Each nation plays a part in society and economy of the Empire. Kirav is the Imperial center, supplying wealth, population and occupations. Nations like Despre-Tine, Evergreena, Iscova, and Xirya manufacture materials for management of an empire, and develop scientific and political systems to improve infrastructure.Karrakar funtions as a military centre, to maintain the Empire's defence, while poorer tropical empirates like Ewingra and AridIral are raw materials exporters. Kyshynska, Tiluria, and Æonara help equalize the Imperial population by expanding territory, among other things.Through technocratic dominance and eminance, rescources from the diverse provinces of the Empire are engineered to create a stable economy.

Military

The Empire is highly concerned with military supremacy. Much research goes into developing new weapons, vehicles, armour, and other systems for the military, as well as training. Military officers and soldiers enjoy good status in the Empire. Assignments vary widely, Putting down rebellions, guarding cities, annexing and conquering territory, among others, are important duties. The military is administrated on the Imperial level, with certain divisions assigned to a certain province as a garrison, or put on campaign.

Provincial Forces

Aside from the general military, there are also Provincial Forces, that serve their home province and come under command of the Governor. They have differing names, uniforms, and combat styles, each suited for the local enviornment. For example: Kolaxan Provincial Forces, the MACAW, and the Xiryan Xirya Defence Force. Imperial troops assigned to a province sometimes are charged to the Governor for command.

Rangers

The Rangers are an Imperial multi-national special forces unit that combats invalid occupants in areas of Kirav, Kirverda, and dispted areas of the Northern Continents. They come from Coscivian nations like Angler, Kaldin, Ieurlin, as well as Kirverda and Kirav.

Economy and Society

The Empire, due to the diversity and cooperation of its provinces, and the well-ordered procedures of colonization, has a stable and flourishing economy. A competitive abundance of skilled labour, vast natural resources, and the work-ethic of the population ensured the further development of the Imperial economy.

Education and training oppurtunities provided empire-wide ensure that each worker recieves adequate instruction. An Auradan rancher can have the same amount of expertise in his job as a Xiryan metallurgist.

The general economic goal of the Empire when estabilishing a new province is to begin using trade, resources, and agriculture to start off the market. Then, the government shifts local focus towards more renewable Service industries.

Socially, the Empire has a fairly mobile, and multi-levelled class system. In simplified form(There are hundreds of other groups and subgroups), it consists of the Working Poor, Lower Class, Working Class, Lower Middle Class, Economy Class, Professional Class, Knowledge-Worker Class, Creative class, Buisness Class, Opulent Class, and Upper Class. These are usually decided more upon by occupation, education, and social standing than pure wealth. Based on the expanded middle class of urbanized white-collar workers, there is much mobility between them, and total political equalitarianism.

In Provinces, the Empire's goal is to build a first-world stlye society. Some, like Scaeve and Xirya have already reached this point. Others like Ixicea and Kesta are in transition to first-world status. Still others, such as AridIral will never reach such a position.

Infrastructure

Kirav's empire is reliant upon transportation. With such a vast area, it is diffucult to trnasfer goods and people between provinces. The Kiravian Navy maintains a 500,000 strong fleet of advanced ships for transporting troops, supplies, equipment, and other materials across thw Western Seas and other bodies of water.

Land transport is managed by a complex road system, maintained by the Service. Each settlement recieves an exit off of several branches of road. Toll stations and Incūm are built at intervals along sections of road.
