La fundaĵo

La fundaĵo is the central governmental organisation of the Community of Espes. It is the sole governmental organisation of the Community of Espes, holding only organisational rights on the citizens of Espes. La fundaĵo was founded by a group of scientists weary of the sufferings of human existence and decided to experiment with a new kind of government to which the scientific method would be applied. They decided to call this organisation la fundaĵo (the Foundation) based on US science fiction writer Isaac Asimov's vision in the novel «Foundation». With enough funding, la fundaĵo purchased seven rather remote islands in the south Pacific in 1985, and founded the Community of Espes. The Community almost bankrupted la fundaĵo in its early years, when relatively few travelers came to the islands. Most of them mainly as tourists and saw la fundaĵo's vision for the Community as nothing but a dream. But slowly and surely the Community began to attract a number of permanent residents. Through Espes' open and liberal policies, immigrants came to these islands, many of them dissenters or criminals in their home nations, looking to start life anew. Later on, as Espes became more and more known around the world, many leading personages (scientists, politicians, actors) became temporary residents on the islands, and many later became permanent ones as Espes' economy grew. In 1985 only the 72 members of la fundaĵo along with 152 hired faculty members lived on the islands, many of them only temporary, and having dual citizenship. By 1990, there were about 500; By 1995, the population of the seven islands was nearing 1,000. From 1995 to 1997 the economy boomed, and growth has been on the steady rise of 6% to 7% per year since. Reclamation work began as population steadily grew, the tropical paradise was becoming more and more an otherwordly inter-island metropol. The world called Espes "the miracle in the Pacific". It was in this time la fundaĵo changed from something of an island tribal board to an advisory committee functioning as the government of Espes that it is today. By 2000, there were 27,000 holding Espes passports, about half of them living abroad. Today the number of citizens of Espes is reaching 90,000. Membership within la fundaĵo is kept at 72 person, however each person only holds membership for one month with no exceptions. However one could return after a month of absence to rejoin. Nevertheless membership within la fundaĵo is mostly for show, as any citizen of Espes could participate actively in la fundaĵo. The working language of la fundaĵo is Esperanto.

La fundaĵo is a single organisation and has no checks-and-balances by other organisations. This is based on the "spear and shield problem" discussed in the «Fundamental Theory of Existence».
