Latin is very much a base language. A very large number of modern day languages have come from Latin in one way or another. Although Latin is not really spoken in today's world, it is still a formal language in many. The only RL nation that really uses Latin anymore is Vatican City.
Some NS nations may chose to use Latin in official documents. A large number of national mottos are in Latin.
