Joseph Rudolpho Leonard Graham is considered by some to be the bloodiest dictator in the 20th century. Yet a more objective look suggests him just another shadow of Napoleon and Stalin. The estimates as to how many Graham killed are staggering but not that big when you consider how long he ruled compared to other dictators such as Pol Pot, Mao, and Hitler.
