Prime Minister became the title of the Head of the Cabinet of the Grand Duchy of Hamptonshire in April of 1793. Originally the Prime Minister acted as a sort of Chief Cabinet Secretary, he represented the wishes of the Throne to the Cabinet and informed the Grand Duke about the Cabinet Ministers' views and intentions. All Prime Ministers since Christian Kesselen have been Deputy President of the Privy Council with the singular exception of Oliver Clarkssen.

With the ministry of Charles Allenby (1867-1888), the Prime Minister gained the status of Co-Head of Government with the Grand Duke. In 1875 the Cabinet of the Grand Duchy of Hamptonshire was renamed the Senior Cabinet of the Federal Government and the Prime Minister was named Presiding Officer. The Prime Minister became Supreme Commander of the Royal Armed Forces of Hamptonshire in 1942 in response to World War II. The Civil Service Portfolio was added to the Office of the Prime Minister in 1930 and the Finance Portfolio was added in 2005.

The Prime Minister can either be appointed by the Grand Duke with the consent of the Royal Senate or three-fifths of the entire membership of the Royal Congress may vote to appoint a candidate of their choice. A Prime Minister can be removed at will by a Grand Duke and may be removed by the Royal Senate by a Vote of No Confidence if the Grand Duke acceeds to the result. Prime Ministers serve until dismissal, resignation or death.
