Mara Kaitlin Fulton (born 14 August 1978, in Najaster, Kahanistan (now Iudaea, Doomanum) is a Kahanistanian military officer, diplomat, and former commander of the Presidential Security Detachment, responsible for the President's security, also responsible for speaking to the media on events in the Presidential Palace. She is also rumoured to harbor higher political ambitions.

Early life

Fulton was born in Najaster, then capital of Kahanistan, to a half-Arab, half-Armenian mother, and a British father, and grew up listening to her parents talking politics. Her father was very left-wing and her mother was very right-wing, and their discussions interested her since she was five. Mara would often fall asleep with her head pressed against the door of her parents' bedroom where she had been listening to their conversations and debates.

By nine, her political views were shaped similar to what they are today; centrist, but leaning to the right on many national issues. She was also an avid reader, picking up foreign books to get ideas from other perspectives, even reading them in their original language, learning Spanish quickly and developing a command of basic Arabic, although she is by far more fluent in Western languages. Mara decided at about the age of eleven she wanted to become a police officer; she felt that corruption would only be solved if the corrupt lived in fear of a secret police system where they did not know who would cooperate and who would not.

Military career

At 15, Fulton started at Kahanistan Military Academy. By all accounts, she was an average student, never getting in trouble but always quiet. She was trained as a military police officer and commissioned at age 23, in 2001.

At this point, she never expected to be part of the President's security team. However, in late 2001 after her promotion to First Lieutenant, she was advised by a colonel who had been her instructor at the Academy to go into military intelligence. She performed well, but decided policing and sentry duty was more suited for her. It was not until 2003 and her promotion to Captain that her police, sentry, and intelligence background attracted notice, and she was assigned to the Presidential Security Detachment as deputy commander. In 2005 her superior was killed in a terrorist attack and Fulton took over command, with promotion to the rank of Major.

Shortly before the third Kraven invasion of Kahanistan, Fulton flew a combat sortie into The State of Britain, despite having minimal flight skills and having crash-landed a transport less than two months earlier carrying President Marcellus Valens to St. Fedski. Information is limited, but she survived the mission unharmed. Shortly after her return, she ordered the Presidential Security Detachment doubled and asked the Ministry of Defense to assist in finding a way to train the newer recruits.

In late 2006 and early 2007, she was assigned to train the Presidential Security Detachment in Skgorrian territory. The plans given to her, from what information is not classified, suggest they are training intensively in an uninhabited region of Skgorria, combating the dangerous wildlife that resides in the area and training patrols.

Fulton received a promotion to the rank of Lieutenant Colonel for action in the United Dominion of Transylvania, saving 632 people from being extradited to the Imperium Doomanum. Later, as a result of her relationship with Brigadier (now Lieutenant) General Nadia Sklenova, she was involved in a hostage situation where she is credited with saving General Sklenova's life.

Personal life

Fulton has a two-year-old daughter, Kathy (birth name Kathryn Anabel Fulton, born 11 June 2005). Her fiance, the father of her child, disappeared in battle during the Freekish War. As he had been sent to detonate a nuclear device in Freekish lines, an attack which never took place, and compounded by the Freekish view of nuclear weapons as the tools of cowards, Fulton has expressed the belief that he suffered Puritania, a ghastly Freekish method of torture and execution. She changed significantly after the war; while before, she was always upbeat and friendly, afterwards, she was more absorbed in her work, visibly depressed, and rarely smiled.

A rumour spread after her training exercise in Skgorria that she had engaged in a relationship with a Skgorrian officer. The press is still investigating this rumour.

Rumours that she is engaged in a relationship with a man called Miles Mason, believed to be Canadsteiner by some, Doomani by others, are considered unfounded by most sources.

Politics

Fulton describes herself as a right-leaning moderate and patriot. She believes that the capitalist system is corrupt, but socialism is potentially even more corrupt as the government is placed in control of huge amounts of money. She is generally a believer in allowing anything that does not harm others, but is critical of Kahanistan being a drug haven for tourists from "every far-right wacko state from Burnsia to Xharn," as she once put it in an interview for Army Boy magazine.

She has publically accused the Amestrian State of committing war crimes, and has assisted personnel from the Xirniumite Federation of Human Rights (XFHR) in inspecting secret archives in the Defense Ministry to find evidence, and was involved in the arrest of former President Mohammed bin Yusuf al-Za'if for war crimes shortly thereafter.

In August 2006, Fulton accompanied President Marcellus Valens to St. Fedski to engage in discussions with St. Fedski and Xirnium over the future of the Adamantine Alliance. She vocally opposed St. Fedskian attempts to hold the delegations shortly after Xirnium's withdrawal from the alliance, but was equally opposed to the termination of the pact.

Recently, she was involved in Kahanistanian efforts to obtain the Demogade advanced fighter, the F-90 Guardian Angel. Available information suggests that early efforts have been far less successful than the Kahanistanian military hoped for.

She is now assigned as a foreign military diplomat, and has expressed to national media her interest in running for elected office in 2008.

Controversy

Fulton is criticized for her alleged inaction during the 2006 Kahanistan riots, mainly by those who lost property or family in the carnage. She defends her position by the fact that the military has very strict rules of engagement with civilians; if she had given the order to fire, she would likely have been prosecuted for murder or the use of excessive force, and the military would have "come under fire as the arm of a repressive regime."

Fulton is also controversial for her views on General al-Ghazi, a far-right anti-Amestrian. She has been accused of supporting his ideologies, but denies it, saying she sees him as a "genius", but also a "deranged mind."
